This position will serve as the Chief, Physical Medicine& Rehabilitation Service at Butler VA Medical Center which includes oversight, planning and development of all functions and programs. This facility is a level 3 complexity facility. As the Chief, PM&RS, will be responsible for planning, directing, and coordinating all aspects of a multifaceted, complex service which includes Physiatry, Physical Therapy, Occupational Therapy, Pain Management, Traumatic Brain lnjury and Spinal Cord injury.

This includes interpreting administrative and clinical policies, developing and implementing local policies, defining administrative and clinical requirements, and providing advice to Medical Center leadership on related issues. Performs as the expert on administrative and clinical policies and requirements for the Service. Evaluates and monitors administrative and clinical activities and acts independently or makes substantive recommendations to the Executive Leadership Team to make Service improvements. Provides expert advice and technical assistance to Medical Center managers at all levels and supervisors and team leaders within the Service in a wide variety of areas, clinical and administrative, related to the Service. Directs the personnel management program for PM&R Service, performing or overseeing the full range of human resources requirements. Acts as personnel management expert for the Service Line. Functions as a Service leader with overall project responsibility as the primary Service representative for the Medical Center to redistribute the workforce, positions, and sections of the Service to comply with legislative or regulatory changes impacting the mission and goals of the Medical Center, VISN 4, National PM&R Program Office and VHA. Arranges for and participates in annual goal-setting/strategic planning sessions, coordinates the development of the final operating plan, and conducts continuing evaluations at the Service level as well as the Medical Center, VISN, and national levels as it relates to the activities of the Service addressing patient care delivery systems, facilities management, system reorganizations or other issues and initiatives Provides for the budgeting and financial management for the Service. Performs as an expert in budgeting and financial management for the Service and for the Medical Center as it relates to Service programs. Manages procurement and contracting for the Service Line and the Medical Center in projects related to the Service Line. Determines when contract termination is warranted and initiates action as appropriate with the accountable Contracting Officer. Serves as the official PM&R Service consultant to all other Medical Center services/departments and provides expert advice and technical assistance to entities outside the Medical Center including those within VISN 4 and at the national level on matters related to PM&R in the various roles in which the incumbent serves. Communicates effectively verbally and in written correspondence with employees and customers at all levels of the Service and Medical Center; Medical Center peers and superiors; individuals at the VISN, National PM&R Program Office as well as other Central Office level contacts; and stakeholders. Serves as first or second line supervisor to individuals in the Service to include, but not limited to, physicians, other providers, nurses, therapists, therapy assistants, therapy aides, administrative officer, medical support assistants and other Service staff. Oversees the work of Service employees and ensures the accuracy of reports submitted by supervisors and team leaders. Identifies and implements opportunities for improvement and ensures Service compliance with clinical and other standards based upon professional journal/literature reviews, Medical Center policies, VHA Directives, Clinical Practice Guidelines and other applicable documents. Assists Service supervisors and team leaders in implementing actions designed to improve administrative and clinical operations or resources. Has advanced knowledge in rehabilitative sciences, services, and care provision and the ability to translate this knowledge across disciplines supervised as well as into useful policy. Has advanced knowledge in evidence-based practices and clinical practice guidelines in all clinical areas supervised and the ability to use these resources to guide staff in providing clinically appropriate treatment interventions. Ensures each of the special program clinics, Polytrauma/Traumatic Brain Injury (TBI) and Spinal Cord Injury (SCI) comply with Medical Center, VISN 4, National PM&R Program Office and VHA mission, goals, directives, practice guidelines and associated requirements. Ensures the Medical Center meets other performance measures directly affected by the Service including those related to traumatic brain injury, spinal cord injury and other programs which affect both the Medical Center and the VISN. Selects and recommends members of professional qualifications standards boards for therapy positions to the Medical Center Director and oversees the actions of applicable boards and determines when boards are convened for action. Resolves individual and group employee and customer grievances and conflicts at all levels of the Service and Medical Center.

Functional Statement #: 529- 03464-F Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and experience. The individual must meet at least one of the requirements below; Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. Doctorate degree in physical therapy. Prior to 1995 the terminal degree for PT's was either a bachelors or master's degree. In 1995 CAPTE accredited all baccalaureate, master's, and Doctor of Physical Therapy terminal degree programs. Effective 2002, CAPTE changed its scope of accrediting activities of PT education programs to include only those programs that culminate in post­baccalaureate degrees(eliminating the baccalaureate degree). Effective 2015, professional physical therapy education programs have only offered the Doctor of Physical Therapy (DPT) degree to all new students. Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org. Foreign Graduates. Graduates of foreign physical therapy programs meet the requirements in subparagraph 3b if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. The Foreign Credentialing Commission on Physical Therapy (FCCPT) is a non-profit organization created to assist the United States (U.S.) Citizenship and Immigration Services (formerly INS) and U.S. state licensing authorities by evaluating the credentials of Foreign Educated Physical Therapists (FEPTs) who wish to immigrate and work in the U.S. Although the licensing of physical therapists in the U.S. is a right and responsibility of each jurisdiction, foreign educated individuals must undergo an educational credentials assessment for substantial equivalency to the first professional degree in the US. The Federation of State Boards of Physical Therapy (FSBPT) is committed to protect the public and to provide leadership within the field and practice of physical therapy. FSBPT's Foreign Educated Standards Committee has developed standards that represent "best practices" in evaluation services. The Credentials Evaluation Standards were developed with input from the physical therapy credentialing agencies that are licensed to use FSBPT's Coursework Tool. Licensure. Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Non-licensed PTs, who otherwise meet the basic requirements in this standard, may be given a temporary appointment as a graduate PT at the GS-11 grade level under the authority of 38 U.S.C. 7405 (a)(1)(D) for a period not-to-exceed two years from the date of employment on the condition that such PT provide care only under the supervision of a PT who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetency or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the state for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed physical therapists on VA rolls as of November 30, 1999, provided the individual maintains a continuous appointment and is not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. Loss of Credential. A PT who fails to maintain the required license must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation, if qualified, and if a placement opportunity exists. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Requirements: GS-14 Physical Therapist (Supervisor, Service Care Line Manager or Service Chief) Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-13 grade level. Demonstrated Knowledge, Skills, and Abilities Advanced knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas. Skill in managing interpersonal relationships and conflict resolution in dealing with a diverse range of employees, discipline lead(s), and administrators. Ability to translate extensive rehabilitation knowledge into local policy development. Ability to effectively supervise staff by providing clinical and administrative oversight. This includes ability to manage resources, evaluate employees and assign work. Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, system reorganizations, etc. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety, and be performed by the incumbent at least 25% of the time. Supervisory PTs at this level are responsible for the professional and administrative management of an assigned area in a large physical therapy service or a rehabilitation service with multiple therapy related disciplines, including but not limited to the Physical Therapy (PT), Occupational Therapy, Kinesiotherapy, Speech & Language Pathology, Recreation Therapy, and Blind Rehabilitation. Supervisors manage staff, maintain effective interdepartmental relations, and cooperate with other services to accomplish the medical facility's mission and goals. He/she develops performance standards, assures the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. He/she develops local policies and procedures relative to their assigned area. He/she is responsible for determining resource needs, allocating resources, ensuring proper utilization in productivity, efficiency, and cost effectiveness of the operation. He/she formulates objectives and priorities and implements plans consistent with the long term interest of the service or facility, capitalizing on opportunities and managing risks. Individuals at this level would generally be found at a highly complex facility.
