This position serves as a Property Manager in the Material Management Division of the Logistics Service at the Charles George VA Medical Center, located in Asheville, NC, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).
Duties
Duties to include, but not limited to:
Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools.
Analyzes data to include projected lifecycle, down . time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions.
Requires significant interaction and coordination with service lines, biomedical engineering, and other stakeholders to balance competing priorities including clinical requirements, technological enhancements, and budget constraints.
Computes requirements for equipment inventory items.
Utilizes a range of well-established and commonly applied inventory principles, standard and non-standard methodologies, and, concepts to determine need to intervene in the supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternative sources of supply and other similar conditions.
Manages and controls NX assets for a VA HCS and supported catchment area. Recognized as an authority on NX asset management and serves as a subject matter expert to all services and service lines.
Acts as a central point of contact for the coordination of material support and the resolution of logistics problem across organizational lines.
Acts as the focal point for all new equipment procedures.
Makes decisions and commitments for the VA HCS and catchment area on equipment that materially affects the health care mission of Veterans.
Researches opportunities for, and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Experience: Must have 1 full year of specialized experience equivalent to the GS-07 level in the Federal service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Qualifying specialized experience includes: Inventory Management and Control, Returns, Recalls and Reutilization.

Education: Successfully completed a master's or equivalent graduate degree, OR, 2 full years of progressively higher level graduate education leading to such a degree, OR, LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
OR,
Combination: Possess equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 .

Physical Requirements: Work is performed generally in an office setting with access to a personal computer and computerized and manual equipment resources. Frequent trips to areas throughout the VA Medical Cent and catchment areas, including Veterans' room to conduct equipment inventories and assist with problems are required. Work is also routinely performed in warehouse areas where pertinent safety and security procedures must be followed. May be directed to travel to all VA Medical Center and catchment area locations to perform equipment management duties, transferring of equipment and disposal/recycling of equipment.
