The Health System Administrator acts as the full Associate Medical Center Director in the direction and coordination of designated administrative services of the Medical Center. The incumbent collaborates with other members of the senior management team to assure that the areas of public relations and systematic internal reviews function efficiently.

Duties

THIS IS A TEMPORARY PROMOTION OPPORTUNITY NOT TO EXCEED 120 DAYS. Position could be extended in 120 days increments for up to one year. Travel and per diem will be covered during this assignment in accordance with VA regulations and policy The incumbent is delegated full line authority for a block of administrative services and allied health services, which include: Clinical Application Coordinators, Coding, Data Analytics, Education, Fiscal, Health Administration Service, Human Resources, Health Information Management, Logistics, and Pharmacy. The incumbent participates fully with the Medical Center Director, Deputy Medical Center Director, Associate Director for Patient Care/Nursing Services and the Chief of Staff in the development and implementation of both long and short range policies and objectives and the successful integration of management decisions concerning both the administrative and clinical aspects of the health care delivery system. The overall integrated system must meet all the requirements of regulatory and accreditation entities and be in concert with the numerous affiliated institutions and other bodies which work closely with or are significantly affected by the operation of the hospital. Duties include but are not limited to the following: Applying solid financial and administrative skills ensuring fiscal, materiel, capital assets and personnel resources are utilized effectively and efficiently. Serving as a role model in developing and maintaining supportive working relationships with community organizations, other Federal agencies and branches of government, and Veteran Service Organizations. Supporting the development of a health care model that successfully delivers care both through VA owned delivery systems and through care purchased through community partners including partners including Department of Defense, Academic Affiliates and private providers. Creating and developing strong relationship with stakeholders, including veteran groups, academic affiliates, other governmental entities and community health care systems. Work Schedule: Monday thru Friday (8:00 am to 4:30 pm) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:Basic/Individual Occupational Requirement (IOR): Must possess an undergraduate or graduate major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (transcripts required). OR Progressively responsible Specialized Experience as described below. Specialized Experience: To qualify for this position at the GS-15 level, you must possess at least one year of specialized experience equivalent to the next lower grade level (GS-14 level) in the Federal service. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. Special Provision for Inservice Placement: Successfully completed an agency-sponsored on-the-job training program, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:- Assignments providing knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;-Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and-Oversight by an experience health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Successfully completed training plan must encompass the above requirements, signed, and submitted with your application (signed training plan required). Physical Requirements: The work is mostly sedentary. There is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Occasional travel and overnight stays may be required to attend off-site training classes and/or conferences which are required to successfully perform the duties of the position.
