This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Performs work involved in the maintenance, repair and overhaul of installed mechanical equipment and control systems utilized in the provision of basic utility services as required by the activity assigned to accomplish this mission. Installs, maintains, and modifies utility connections and processing equipment, as required. Uses specialized diagnostic and test instruments compatible with the various manufacturer's equipment. Inspects, troubleshoots, repairs and replaces mess hall equipment, refrigerated and display storage units, food service equipment, dishwasher and disposal units. Inspects, repairs, and replaces signs, traffic control devices and guardrails. Operates backhoes, front end loaders, dump trucks, graders and sanders to push, plow and remove snow and ice from roadways and parking lots. Clears and opens channel ditches of debris.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with AR 600-85, this is a Testing-Designated Position. As such, the selectee must pass a pre-employment drug test, and the incumbent is subject to random alcohol and drug testing and drug testing.
  • The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program).
  • Must possess or be able to obtain and maintain a valid a Class B Commercial Driver's License (CDL) within 6 months of entrance on duty date based on course availability and government funding.
  • Must possess or be able to obtain and maintain a Massachusetts Hoisting Engineer License (for operation of graders and front-end loaders).
  • Must pass a pre-employment physical and annual physicals.
  • Occasionally required to perform duties at other than normal duty hours such as weekends, evenings, nights and holidays.
  • Overtime will be required.
  • Subject to emergency call backs and must carry a cell phone.
  • Position is designated as inclement weather essential, and must report for duty in all weather conditions.
  • Must possess or be able to obtain and maintain forklift certification and license.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Qualifications

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Worker (MVO/FLO) ~ without more than normal supervision. - 1) carpentry, painting, concrete work, masonry work, asphalt work, and building maintenance; 2) operating a variety of tools and equipment associated with the trades listed above as driving trucks and operating heavy equipment; 3) inspecting and repairing work involving several trades such as roofing, asphalt work, painting, carpentry and cement work. Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort-The incumbent handles and carries tools, equipment and materials which weigh up to 50 pounds and occasionally may handle materials and equipment that weigh 100 pounds and over with equipment or assistance from other workers. The incumbent is required to stoop, stretch, bend, kneel and work in a variety of positions. Working Conditions-Tasks are performed inside and outside. Gloves and safety goggles are worn when using power tools. Unpleasant odors are encountered occasionally. Inside work areas are sometimes damp and drafty or subject to inadequate ventilation. Incumbent is subject to cuts and bruises during maintenance and repair operations. There is danger of injury from falls from ladders. Incumbent is subject to accidents when operating snow removal equipment on snow and ice.
