Duties
This Administrative Officer position is located at Capitol Reef National Park in Torrey, Utah and serves as the Chief of Administration. This is a permanent, full-time, year-round, supervisory position. This position is not remote.
The Administration Officer (AO) is the principal advisor in administrative matters at Capitol Reef National Park (CARE).
Advise the superintendent, supervisors, and park employees on matters of administration related to their programs; acquisition and property management; housing management; information management; and other administrative services.
Serves as the principal advisor and consultant on all aspects of budget and financial management. Coordinates purchases and contracting, serves as the park Agency Operations Program Coordinator (AOPC).
Assists park operations with non-base financial duties, maintains park property records and conducts the annual property inventory.
The AO serves as the primary point of contact for all IT assistance and support functions for personal computer users in the park.
Additional support is given to the superintendent as required, including assistance in completing deadlines and reports, reply-dues, controlled correspondence, task agreements and MOUs, and other administrative functions.
As a member of the park management team, the Administrative Officer plans, analyzes and monitors the formulation and development of complex and/or highly sensitive park-wide plans, programs, procedures, operating policies, internal controls and program goals.
Physical Demands: Most of the work is performed indoors in an office setting. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present.
Working Conditions: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of places such as offices, meeting and training rooms, and commercial vehicles.
Qualifications
All qualifications must be met by the closing date of this announcement-11/18/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
SPECIALIZED EXPERIENCE: At least one full year (52 weeks) of Specialized Experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). You must include start and end dates AND hours per week worked (i.e. 40 hours per week) for each appointment.
This specialized experience must be clearly demonstrated in your resume and includes activities such as:
Providing a wide variety of administrative services to enable efficient operation of a park or program office;
Analyzing work functions and processes and identifying process improvements;
Planning and coordinating budget and financial plans and operations; and/or
Developing and formulating alternative solutions to administrative matters.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include start and end dates AND hours per week you volunteered (i.e. 10 hours per week).

There is no substitution of education for experience at the grade level of this announcement.
