Duties
Serves as a member of the Park Management Team. As a member of this team, the incumbent is actively involved in decisions affecting overall park management strategic direction, policy, priorities, budget and operations. Contributes to the development and implementation of park plans and management documents. Serves as the park's principal advisor for cultural resources stewardship involving fundamental park resources identified in enabling legislation.
Ensures all administrative and managerial functions within the division are carried out in an effective and efficient manner.
Ensures compliance with statutory and regulatory requirements for federal actions through simple or complex documents (including Programmatic Agreements and Memoranda of Agreement under Section 106 of the NHPA).
Provides oversight for a network-wide program: Mediterranean Coast Network Historic Preservation Team,
Supervise permanent and temporary staff. Develop and provide performance statndards and appraisals/evaluations for staff. Develop and approve training plans and associated travel. Motivate staff by recognizing accomplishments and supporting career growth. Approve and disapprove leave. Write position descriptions as needed. Counsel employees and take disciplinary actions when needed.

Close to the California mainland, yet worlds apart, the park encompasses five of the eight California Channel Islands (Anacapa, Santa Cruz, Santa Rosa, San Miguel, and Santa Barbara) and their ocean environment, preserving and protecting a wealth of natural and cultural resources. The park bridges two biogeographical provinces and in a remarkably small place, harbors the biologic diversity of nearly 2,500 miles of the North American coast. The Channel Islands are home to over 2,000 plant and animal species, of which 145 are found nowhere else in the world.
Like the Galapagos Islands of South America, isolation has allowed evolution to proceed independently on the islands. Marine life ranges from microscopic plankton to the blue whale, the largest animal to live on Earth. Archeological and cultural resources span a period of more than 13,000 years of human habitation.
The protection of these fragile island resources was ensured when Congress, in the act that created Channel Islands National Park in 1980, established a long-term ecological monitoring program to gather information on the current health of resources and predict future conditions. This information provides park and natural resource managers with useful products for recreation planning, conservation and restoration programs, and early identification of critical issues.
The islands were set aside by Congress not only to preserve these resources, but also to provide for your enjoyment. If you visit the park, you will be one of a very select group. Few people actually see this park because it is not easy to get to-you can't drive to the islands. A short but exciting ocean voyage or a commercial flight in a small airplane is required. The park is one of the least visited of all of America's national parks. The relatively light visitation enhances the islands' feeling of solitude and assists in the protection of fragile resources. In establishing the park, Congress recognized the value of solitude by allowing for low intensity, limited entry visitation. So a visit to this national park will always provide a marked contrast to the bustle of southern California most people experience. It will always be a place where you can step back in time and experience coastal southern California the way it once was.
Qualifications
All qualifications must be met by the closing date of this announcement-11/13/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Basic Requirement for Historian, GS-0170:
Degree in History that includes 18 semester hours in History.

Combination of education and experience/education equivalent to one of the majors shown above, that has included at least 18 semester hours in History, plus appropriate experience or additional education to total four years.
Basic Education Requirement for Cultural Anthropology GS-0190:
Degree appropriate field of anthropology.
-OR-
Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education.
-OR-
Four years of experience of experience in anthropology performing research, museum work, or similar professional-level work. You must have hours worked per week in your resume.
Basic Education Requirement for Archeologist GS-0193:
Degree: that included 3 semester hours each in the following course areas: History of archeology, Archeology of a major geographical area such as North America or Africa, Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development, Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques. Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. -AND- Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying. -AND- Archeological field school.
OR-
Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school).

Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
Basic Education Requirement for Landscape Architect GS-0807:
Degree in landscape architecture or landscape design.

Combination of education and experience. For each year short of graduation, you must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
In addition to the basic education requirement, you must possess the following Specialized Experience.
SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) analyzing and developing plans, policies, and programs; (2) formulating and managing a complex budget; (3) directing administrative services; (4) performing or overseeing human resources processes; (5) supervising a staff of administrative professionals. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizatons (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
