Duties
The position reports to the Fiscal Accounts Supervisor, Financial Management Department, Debt Management Unit (DMU) and Third Party Liability (TPL). The incumbent serves as a Lead Accounts Receivable Technician and provides guidance and technical direction necessary for accomplishing the work of the Unit. Typical responsibilities include:
Assigns, in collaboration with Unit Supervisor, routine case work and special projects to all Accounts Receivable Technicians, GS 503-5, 6, and 7's, in order to meet routine, unusual deadlines, and priorities.
Distributes and balances workload and tasks among employees.
Serves as work leader and monitors all work assignments of staff to ensure assignments are accomplished in accordance with Departmental productivity, timeliness, supervisory, and accuracy goals and standards.
While the position serves as a Lead and a senior technician, the incumbent will perform the full range of technical duties of the staff in support of Agency fiscal functions such as account receivables, debt collection activities, third party liability, and general accounting/agent cashier functions.
Work Schedule: Monday - Friday; 40 hours per week; tour based on organizational need

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-08 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-8 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:
Compiles and verifies the accuracy of data and prepare reports and analyses of transactions requiring knowledge of accounting procedures.
Obtains, reviews, and analyzes documentation, State and Federal Statutes, and other information to determine if collection should be pursued through a third party on Tort, Workmen's Compensation, Victims of Crime, and Uninsured Motorist/Medical Coverage Auto Claims cases.
Coaches, mentors, and provides on-the-job training to Unit members in the accomplishment of all Debt Management and TPL processes, procedures, and policies and briefs supervisor on personnel training needs and progress.
Performs research and reconciles all deficiencies between multiple systems to include but not limited to the accounts receivables in Financial Management Systems.
Provides guidance and technical direction to accomplish the work of the organizational unit.
