This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Jennings Randolph Lake Project stretches along 5.5 miles along the North Branch of the Potomac River. The project provides recreation opportunities, flood risk management (ex. dam and levee), environmental stewardship, and water supply.
Duties
Assures compliance with public laws, regulations, and policies for the flood risk management and natural resource management program of the Corps of Engineers.
Renders technical advice on unusual, controversial, or complex decisions related to Federal civil works projects and programs.
Makes or recommend final decisions on actions that affect civil works water resource projects.
Models high standards of honesty, integrity, trust, openness, and respect for the individual by applying value to daily behaviors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to be on call 24 hours a day during emergency situations.
- May be exposed to stinging insects (possible reaction/anaphylactic shock) and poisonous plants may be encountered.
- A valid state driver's license is required to operate a motor vehicle.
- Travel is less than 25% of the time.
- Required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually.
- Position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Management of a multi-discipline team; 2) Operating and maintaining civil works infrastructures such as dams, recreation facilities, or levees; and 3) Developing, justifying, defending budgets or plans for civil works water resource projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone--no substitution of education for experience is permitted.
