You will serve as a Financial Management Analyst in the Finance Office (Code N8) of the Expeditionary Warfare Training Group, Pacific.
Duties
You will formulate budgets and estimates to support plans, programs, and activities.
You will review and evaluate budget requests, and control and report obligations and expenditures.
You will develop, determine, and interpret budgetary policies and practices.
You will provide information about, and interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.
You will research guides to locate accounting, budgetary and financial information and prepare summaries for use by managers.
You will perform specialized work involving managerial or administrative work in connection with accounting systems.
You will conduct analytical, forecasting, and interpretive functions associated with the management and control of resources or funds.
You will track and control funds for special programs.
You will perform analytical or program work pertaining to payroll, cash control, or benefit systems.
Requirements

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
TO QUALIFY FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying commonly used financial administration procedures to analyze and evaluate changes in program funding or budgetary relationships. Examples of qualifying experience may include (1) experience performing financial management, budget formulation, and accounting functions utilizing policies, and procedures and/or analyzing and summarizing data from financial systems, documents, and reports; (2) analyzing program trends/anomalies in accounting, system transactions; (3) analyzing specific problem areas arising within the accounting system or program operations and recommending solutions; (4) evaluating the current status of accounting or reporting systems; (5) in-depth experience in various financial systems (e.g., CFMS-C, SABRS, DAI, & Navy ERP).
TO QUALIFY FOR GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying principles of financial administration to analyze an organization's financial matters.

Education
TO QUALIFY FOR GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A Ph.D. or equivalent doctoral degree; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
- An LL.M., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR GS-9: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A master's or equivalent graduate degree; OR
- Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
- An LL.B. or J.D., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
