You will serve as a PROCUREMENT in the Contract Managment Department of CNSSC OPERATIONAL SUPPORT FIELD.

Duties

You will initiate, develop and recommend End to End Procurement Automation policies and procedures, evaluate long range plans, develop strategy, monitor implementation, and make decisions concerning program and project priorities. You will establish policies and schedules, monitoring implementation, and making decisions concerning changes in program and/or project priorities. You will recommend policy changes, and review standards and techniques to resolve encountered problems and/or facilitate business process improvements. You will support NAVSUP's end to end procurement automation approach.

Requirements

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:I have at least one year of specialized experience equivalent to the GS-12 level or pay band in the Federal Service performing Procurement Analyst work demonstrating an in-depth knowledge and application of Federal, departmental, and local contracting laws, regulations, and procedures to manage, perform, or develop local supplements, operating instructions and procedures for work involving the procurement of supplies, services, construction, or research and development using formal advertising or negotiation procedures. Experience in analyzing, researching, and evaluating alternatives, drawing conclusions, and formulating recommendations pertaining to command decisions that affect information technology solutions for the acquisition function. Examples of specialized experience may include the following: 1. Analyze, initiate, develop and recommend contracting improvements in the acquisition lifecycle and to identify opportunities for making better procurement decisions; 2. establishing policies and schedules, monitoring implementation, and making decisions concerning changes in program and/or project priorities.; 3. develop and execute end-to-end procurement automation policies and procedures, and/or, recommend policy changes when regulatory inadequacies or potential improvements; and 4. knowledge of methods of contracting to the acquisition of supplies. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
