The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Installation Management Flight in the Civil Engineer Squadron. Responsible for providing a systematic and integrated management of the environmental, housing, real property, and asset accountability elements to effectively execute the installation's mission, sustain quality of life and optimize delivery of products and services.

Duties

Plans, organizes, and oversees the activities of the Installation Management Flight. Exercises supervisory personnel management responsibilities. Represents the Installation Management Flight with a variety of installation and functional area organizations. Establishes, defines, and implements requirements for the Installation Management Flight activities to ensure services and functions are in line with organizational goals and mission requirements.

  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of establishing, revising, or reviewing policies, procedures, mission objectives, and organization design for the staff, as necessary, to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Manages oversight of the installation's Activity Management Plan (AMP) and Sub-AMPs. Plans work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Knowledge of planning, directing, organizing, and exercising control over project programming and management in assigned functions, such as environmental, real property, housing, financial management, IT management, and force management for the squadron. Develops, monitors, and analyzes applicable statistical data and/or reports to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of asset management processes required to integrate enterprise-wide built and natural asset investment decisions; housing asset management and asset accountability principles, applicable laws, and Department of Defense (DoD) concepts, theories, policies, directives, and procedures. 2. Knowledge of the principles of planning and program management including standard construction and contracting regulations; common business and economic principles, theories, concepts, and procedures; resources principles and standards; and of the DoD Planning, Programming, and Budgeting system PPBS. 3. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 4. Skill in evaluating and interpreting environmental compliance rules and regulations and applying them to natural/cultural resources concepts, standards, methods, practices, techniques, materials, and tools. 5. Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization. 6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
