This position is located with the Bureau of Indian Affairs, Western Region in Phoenix, Arizona. The incumbent will perform highly specialized duties related to rights protection, litigation support, community development, economic development, resource management, project management, and overall program coordination. Duties

Providing oversight for management of trust and restricted fee real property ensuring the protection, conservation, and prudent utilization of Indian lands Analyzing requests for use of Indian owned trust assets to determine the compatibility of proposed uses with agency mission and owner needs Implementing a trust real estate services program to accomplish the timely and efficient processing of various realty transactions, i.e. right-of-way, surface and subsurface leasing and permitting Ensuring lease compliance, including accounting for use of trust assets Providing responses to trespasses and other unresolved rights cases Processing all types of transactions of trust lands

Requirements

  • Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Form BIA -4432 must be submitted with the application if claiming Indian Preference.

  • Incumbent is required to operate a government motor vehicle, must possess a valid driver's license, and have a safe driving record within the 3 year period immediately preceding submittal of GSA Form 3607.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

Qualifications

GS-13 Minimum Qualifications: Your resume MUST demonstrate at least one year of specialized experience at or equivalent to at least the GS-12 grade level in the Federal service. Specialized experience is defined as: Serving as an advisor concerning the implementation and management of tenure management and rights-of-way under a real estate services program; Serving as an advisor on the oversight of trust and restricted property; Providing responses to technical inquiries and explains realty services and processes; Coordinating program activities with tribes, field offices, other regional branches, AVSO, LTRO, Probate/Buyback, Central Office, and other federal land management agencies, as needed; Performing program case work involving acquisitions and land transfers, community and economic development, natural resources management, and claims resolution, with an emphasis on settlement and other negotiations. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
