THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Supply Technician, Position Description Number D1904000 and is part of the USPFO Property Management Branch of the Vermont Army National Guard. The purpose of this position is to ensure property accountability and provide installation supply assistance and instruction to units and activities within the state.

Duties

(1) Receipt and Accountability of federal property: Analyzes possible redistribution of equipment through transfer, loan or assignment. Reviews and processes external as well as internal loans/leases that may impact readiness or mission requirements. Processes and accounts for through agency coordination the in coming and outgoing federal property assignment. Processes and tracks equipment changes in Modified Table of Organization and Equipment (MTOE) or Table of Distribution and Allowance (TDA). (2) Property Redistribution: Works with units assigned in dealing with distribution and redistribution of Equipment and Assets. Redistributes Equipment intra and inter state. Using redistribution programs and standard logistics STAMIS programs and guidance from NGB, DA and LOGSA initiates actions for proper transfer and movement. (3) Property Asset Reporting: Performs Quarterly Equipment on hand analysis by unit identification code (UIC) to improve equipment accountability to ensure all UIC units are validated on. Manages and analyzes the Unique Item Tracking (UIT) reports to LOGSA for sensitive and high visibility assets. Coordinates all activities for Property Book officers when there is a UIC that is located in multiple states. (4) Reconciliations: Validates state asset visibility and accountability of federal assets using PBUSE. Initiates and recommends unit visits for performance of reconciliations. Assists with and monitors posting as the result of unit reconciliations (Annual, change of PBO or change of Command). Provides expertise, recommendations and training directly to Property Book Officers, Supply Personnel or Unit Personnel for property accountability procedures. Resolves inventory problems and where items may be lost or damaged and is must be able to use judgment as applicable regulations may be ambiguous. (5) Mobilization and Support Responsibilities: Reviews, validates and establishes accountability for mobilizing units and organizations. Performs inventories, site visits and coordination with the state mobilization office to insure accountability and proper property books are established for deploying activities. (6) Customer Support: Processes GCSS-A reject reports, performs S-Tops system administration, updates Standard Operating Procedures (SOP) internally and for UIC units, initiates Letters of Instruction to units and organizations, processes and manages Standard Study Number-Line Item Number Army Enterprise Systems Integration Program Hub (AESIP) transactions. Process unit and activity requests for Department of Defense Activity Address Code (DODAAC). Prepares state, NGB, DA and DOD directed reports that deal with property accountability and visibility. (7) Performs a wide range of supply actions to accomplish required duties. Uses multiple supply systems and supply data files. Performs other duties as assigned.

  • Selectee will be required to wear the military uniform.
  • Incumbent is the primary focal point for Property Accountability for the United States Property and Fiscal Officer.
  • Incumbent is the focal point for unit mobilization operations seeking needed assets and establishing proper authorization documents for mobilization.
  • Incumbent is required to meet all the military training and requirements for compatible military assignment to be awarded this position.
  • During mobilization or demobilization operations may travel throughout the state or country assisting assigned units to identify and validate assets to being prepared or returned.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the National Guard. Selectee will be required to wear the military uniform. OPEN AREAS OF CONSIDERATION: AREA 1, 2,3, 4 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Army National Guard. Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard. Area IV: All individuals able to and willing to become members of the Vermont National Guard including prior service not currently assigned to a military component and non-prior service US civilians. Military Grades: Enlisted: PV1/E1-SFC/E7 BASIC REQUIREMENTS GS-07: Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Knowledge of basic or commonly applied rules, procedures, or operations such as, filling out, posting, filing, controlling, or coding documents and/or transactions. Experience using computer and automation systems. SPECIALIZED EXPERIENCE GS-07: Must have at least one year of specialized experience, equivalent to at least the GS-06 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience which includes knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment. Experience conducting searches for required information; reconstruct records for supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts. Experience performing various aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to segments in one or more major areas of supply management. Experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. Consistent with the grade level determining duties in the position description, higher grade level specialized experience may include experience controlling supply stocks and accounting for equipment, cataloging, maintenance, and disposal procedures. Completing complex supply transactions; and/or providing supply operations support. Experience coordinating with other organizations on complex and controversial supply issues. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Knowledge on the entire inventory management supply system. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
