The incumbent performs multiple activities carrying out all of the administrative and accounting functions as an Accounting Technician for the John D. Dingell VA medical center. The incumbent is responsible for the validation, audit, and accounts receivable management of non-MCCF billings such as for interagency, Workman's Compensation, Champ VA, Tricare, IDES, employee and vendor debt.

Duties

Responsible for vouchering and payment processing using the invoice payment processing system (IPPS) to ensure payment is proper and timely. Ensure all processing rejects are resubmitted within 24 hours of identification. Verifies payment documents against the accepted document listing (ADL) the following day after payment processing to ensure the correct payment amount. Processes vendor inquiries, researching payment records and providing timely information and/or corrections as necessary. Researches returned payments and initiates reissuance if appropriate. Receives obligation documents for certification as to the availability of funds. This is a detailed process involving a multiplicity of obligatory instruments requiring determinations from several appropriations and funds. These are further subdivided into programs, limitations and analysis, which must be verified as proper prior to obligation. It is imperative that obligations made for documents submitted to Fiscal Section for certification are contained within the limits of funding available. Failure to do so can result in serious consequences to the station. Utilizes an extremely complex interrelated system of fund control, cost, general ledger and allotment a counting. Numerous combinations of the above are utilized in making a single analysis. The incumbent is responsible to make determination for each document processed. Monthly reconciliation of subsidiary records to FMS Reports generated. Prepares and verifies numerous types of FMS code sheets which generate general ledger entries for all of the above types of transactions. Performs a variety of duties in relation to maintaining controlling accounts and subsidiary records such as general post funds, personal funds of patients, suspense fund accounts, employee travel advances, and inventory accounts. Work Schedule: Monday - Friday, 8:00am - 4:30pm. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS06 position you must have served 52 weeks at the GS05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using computer applications including spreadsheets, word processing and a knowledge of IFCAP; interpreting and applying financial laws, regulations rules and directives; organizing work and setting priorities and deadlines; communicating orally and in writing and using accounting principles, methods, procedures and techniques to validate transactions to perform research to resolve inconsistencies.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have graduate level education directly related to the position. (TRANSCRIPT REQUIRED) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary with some carrying of computer reports, boxes, and ledgers. The work is performed in an office setting.
