This Construction Control Representative position is located in Facilities Management Service Line, located at the Department of Veteran Affairs CWM VAMC in Leeds. This position is 40 hours a week.

Duties

Major duties include, but are not limited to the following below: The incumbent performs work of a broad scope and complexity in practices related to scientific and engineering fields and has demonstrated the ability to interpret, select, adapt, and apply many guidelines, precedents and engineering principles and practices. Duties include construction quality assurance and Construction Safety as related to contract administration activities to assigned construction projects. Participates in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials. Attends and participates in pre bid conferences to orient and inform bidders as to features, requirements, and special conditions. Reviews final plans and specifications for construction feasibility and practical accomplishment, and interprets technical portions for other participants. Reviews correspondence and reports on construction status and progress, tests, administration, end contractor's estimates relative to construction of the project and unanticipated contingencies, and makes decisions and/or recommendations relative to most practical methods of accomplishing desired results. Reviews or initiates proposed changes in contract requirements and makes recommendations for desirability, construction feasibility, and reasonableness of costs. Decides upon such matters as suitability of completed work, adequacy of construction equipment, practicability of construction operations, reasonableness of schedules and estimates, adequacy of inspection and control procedures, end effectiveness of earth placement procedures. Incumbent also meets frequently with contractors for negotiations, Contracting Officers, and vendors from the private sector. The incumbent analyzes, selects, and adapts appropriate methods from a wide range of alternatives to assess unusual circumstances; evaluate operations, equipment, and activities; and apply qualitative and quantitative analytical techniques. Uses judgment, initiative, and resourcefulness in deviating from established methods to modify, adapt, and/or refine broader guidelines to resolve complex and/or intricate issues and problems; treat specific issues or problems; research trends and pattern; develop new methods and criteria; and/or propose new policies and practices. Knowledge of construction industry safety standards and their application in order to determine adequacy and validity of contractor data and compliance with safety requirements. Knowledge of common contractual requirements, terms, conditions, plans, and specifications including statements of work, performance standards, contractor surveillance methods, administration, surveillance, and evaluation functions. Knowledge and skill in preparing and maintaining designs using AutoCAD or other specialized software. Skill in gathering, analyzing, and maintaining statistical data and reports that monitor contract compliance. Ability to communicate orally and in writing to convey information and to prepare briefing papers. Work Schedule: Monday-Friday, 7:00 am - 3:30 pm, EST. Telework: Available, at supervisors discretion. Position Description Title/PD#: Construction Control Representative/PD03637A Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring, bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites. Duties will require climbing of ladders, working on scaffolds, performing inspections in tiring and uncomfortable positions. Note: This is a Bargaining Unit Position. Position is in the Competitive Service. Veterans' Preference does not apply for internal or other current permanent Federal agency employees. This position is covered by locality-based comparability pay. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Applicants must meet Individual Occupational Requirements (IOR) and the Specialized Experience requirements as listed below: Individual Occupational Requirement (IOR): In order to meet the basic requirement of the Construction Control Representative, 0809 Occupational Series, you must possess: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of craftsperson, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. In addition to the IOR above, you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one (1) full year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applies construction practices and testing procedures, conducts inspections and prepares reporting documents; verifies contractor complies with codes and regulations, site materials, change orders, safety; and participates in preparation of project budgets and construction Independent Government Cost Estimates (IGCE). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a Master's degree or 2 full years of progressively higher level graduate education leading to such a degree in a major field of study related to the work of the position (Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.). (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 60 semester hours that you earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Work Environment: The work environment involves regular and recurring exposure to moderate risks and discomforts, such as the following: dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain, cold/hot weather, icy streams, and rivers. The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective items of clothing.
