A successful candidate in this position will serve as Senior Advisor and Liaison, responsible for supporting policy development and program implementation from the Headquarters office in Washington, DC., representing Ukraine Task Force (UTF) equities, interests in temporary overseas assignments to embassies, partner nations, international organizations and providing significant programmatic expertise in support of national security and policy objectives.

Duties

As a Program Manager you will: Serve within the DOE/NNSA Ukraine Task Force (UTF) to provide advice and guidance on nuclear and radiological risk reduction, emergency preparedness and incident response, and/or critical energy infrastructure resilience. Design, conduct studies, and advise the leadership and staff at the respective embassy, organization, or interagency unit on mission areas related to DOE/NNSA UTF equities within that organization's area of responsibility. Conduct analyses of vital foreign affairs policies, programs, and projects that are of national and international interest, scope, and impact to both U.S. and foreign policy makers/officials. Identify opportunities for collaboration between DOE/NNSA and counterparts in the assigned foreign country or multilateral organization and, where necessary, resolve technical, policy, and procedural problems or issues related to energy, both promoting and protecting the U.S. innovation base, and nuclear nonproliferation cooperation. Work to strengthen U.S. national security and energy security objectives by working cooperatively with foreign counterparts and supporting DOE/NNSA programmatic initiatives relevant to the UTF.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-03 pay band or GS-13 grade level. Specialized experience for this position is defined as assisting leadership in providing effective interface, cooperation, and coordination of policy, programs, or issues related to nuclear safety and security; radiological/nuclear incident response; nuclear forensics; and energy security with applicable international partners and organizations. Examples of Qualified Experience that May Be Qualifying: Experience working with leadership staff representing a Federal Agency on issues related to nuclear security or nonproliferation programs. Providing advice on program issues that are controversial in nature and could impact nuclear safety and security or emergency response. Experience building relationships with government and counterparts implementing and developing foreign affairs policies.
