This primary purpose of this position is to manage all Veteran Transport Services, including patient transport, Special Mode Travel, mileage reimbursement claims. This position also supervises the VTS process and complies with regulatory guidance, while assuring program effectiveness.

Duties

Duties and Responsibilities include but are not limited to: Manages all Veterans Transportation Service (VTS) and Beneficiary Travel Self Service System (BTSSS) Program activities to include patient transport, Special Mode travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. Analyzes and evaluates information pertinent to the efficient and effective operation of transportation services. Implements ideas for improvement and evaluating efficacy of improvements (such as monitoring timelines and supply and demand for a new transportation resources and routes.) Monitors operations of programs, measuring outcome of services provided by reviewing and analyzing data. Reviews beneficiary travel reports generated by audit systems and making recommendations. Schedules transportation using automated software and applications. Plans, schedules, and conducts evaluations and recommendations on ways to improve the effectiveness and efficiency of transportation and related appointment scheduling. Communicates verbally and in writing explaining recommendations. Provides guidance and advises other program administrators. Responds to inquiries and resolves transportation issues. Develops procedures and systems for establishing, operating and assessing the effectiveness of administrative control systems. Manages all personnel transportation matters to ensure policy and procedures are followed. Reviews audits and investigative reports and recommending appropriate changes or corrective actions. Performs in-depth reviews for a more efficient and effective mission and function. Work Schedule: Monday - Friday 8:00am - 4:30pm Telework: Not eligible Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a transportation program within a medical facility; managing program activities such as patient transport, ambulance claims, and common carrier transportation; planning and directing administrative activities within a transportation system; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program (such as review of outpatient data relative to no-show rates, cancellation rates, patient waiting times, appointment delays, beneficiary travel expenditures, etc.); and providing leadership/supervision, instruction/counsel to employees. OR, Education: I successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist Mobility Manager position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: Transcripts must be submitted with your application materials. OR, Combination: I possess an equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist -Mobility Manager position. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis. Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center.
