This position is established in the Department Veterans Affairs, Veterans Benefits Administration, Office of Human Capital Services, Office of Staff Operations Division, at the Denver Human Resources Center located in Lakewood, CO.

Duties
The position is responsible for supporting the operations of the Denver HRC, which is responsible for rendering recruitment and staffing services for the purpose of filling General Schedule Title 5 and Wage Grade positions throughout VBA which services all human resource needs within its purview.
Specific duties include but are not limited to:
Serves as the Concur Travel Administrator (CGE) and Administrative Officer for the Government Travel Card Program. Continually monitors and evaluates the effectiveness of the administrative program.
Loads, updates, and maintains all the tables in CGE including personnel tables, organizational tables, group tables, permission tables, Lines of Accounting, budgets, production of reports, and acting as a help desk for users and authorizing officials.
Designated as primary point of contact answers technical questions on the proper use, management, and execution of the CGE Travel System by all subordinate regions and districts.
Monitors and analyzes active accounts monthly for transaction authorization, posting, misuse, override, and delinquency.
Identifies, prepares the delinquency report, and researches historical travel data, costs for managers and senior leaders for personnel actions in accordance with the Table of Penalties.
Prepares responses to higher headquarters for action.
Assesses and improves the effectiveness of internal procedures and controls.
Provides guidance to management for the development and maintenance of policy directives, program objectives, and administrative concepts related to the training and travel program for managers and employees.
Advises and assists supervisors as they determine training requirements through annual training surveys.
Disseminates information concerning opportunities internal and external agency training, forthcoming Government sponsored conferences and symposia, mandatory annual training, and various other training courses. Provides information on number of personnel in attendance in various types of courses, both internal and external attendance to other federal agencies.
Provides monthly report of training cost and completion for senior leaders.
Ensures employee data reflected in VATAS is accurate at all times; reviews Time and Attendance submissions and preparation of timecard certification by supervisor in VA Time and Attendance System (VATAS); acts as superuser timekeeper for all HRC employees.
Serves as Historical Report Analyst; sustains up-to-date knowledge of VA and OTM policies to ensure organization's compliance with rules and regulations relating to a variety of programs, processes, and audits.
Serves as the alternate Continuity of Operations Plan (COOP) and Emergency Preparedness Coordinator, the incumbent serves as the alternate representative for conducting annual exercise drills as well as emergency preparedness at HRC.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-09/11/12.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans).
For a GS-09 position you must have served 52 weeks at the GS-07 level.
If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-09 (or higher) and the promotion potential of your current position must be at least GS-12.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-09 Grade Level:
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Maintaining and updating databases and shared computer drives; experience using office automation programs such as work processing spreadsheet, graphics, and desk top publishing; coordinating with management to control purchasing and use of supplies; managing budget activities; assisting with human resources functions to help support organizational operations.

Education Substitution: Possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LLB. or J.D, if related;
OR
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree) the two can be combined to total 100% of the requirement. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. Physical Requirements: The work is primarily sedentary, although there may be some walking, standing, bending, and carrying of light items such as papers, books, or small parts, or driving an automobile
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
