The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Major Duties and Responsibilities:
Lead a professional staff in successfully defining, managing, and executing solutions for complex policy challenges, programs, and projects that may include ill-defined requirements, ambiguity, multiple dependencies, and require interagency agreement. Ensure timelines deliverables, and outcomes are achieved according to approved plans and with prescribed resources.
Provide leadership, guidance, and oversight of DSOP staff in order to elicit, analyze, and define customer/stakeholder requirements, support development of investment plans, and ensure development of business cases spanning multiple Intelligence Community organizations in order to meet stakeholder requirements.
Manage, direct, and set strategies to facilitate NCTC support to U.S. Government departments and agencies to ensure operational alignment with national counterterrorism (CT) strategy, goals, and objectives.
Develop and maintain a network of senior-level contacts within the ODNI, NCTC, interagency partners, and the National Security Council to promote regular communication and collaboration for CT strategy development, planning, and implementation.
Oversee the development and implementation of initiatives to monitor and assess the progress of CT activities to ensure alignment with strategic objectives.
Represent the DNI, D/NCTC, and AD/Strategic Operational Planning and National Intelligence Manager for Counterterrorism in senior-level forums and conduct continuous collaboration and outreach with stakeholders and partners across the ODNI, United States Government, the National Security Council staff and oversight organizations (e.g., the Congress and OMB), as needed, to meet mission objectives.
Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.
Manage, lead, and develop dynamic and long-term planning efforts in the current and anticipated planning structure.
Qualifications
Mandatory Requirements:
Expert leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support personal and professional development of all levels of personnel.
Experience leading and overseeing organizations to achieve superior results, including representing organizations with external stakeholders.
Proven ability to meet organizational goals and customer expectations, including the ability to calculate risk and make decisions that produce high-quality results.
Superior oral and written communication skills, including the ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization.
Superior ability to lead personnel to plan, manage, and complete complex, multi-faceted projects.
Success in working with challenging partners and developing approaches to gain support when there is no authority to direct.
Superior ability to brief senior leaders, congressional members and staffs, or other external oversight organizations on controversial topics and develop strategies to meet compliance requirements.
Experience overseeing or developing assessments of performance of one or more agencies against mission specifications.
At least ten years of experience leading in any of the following: policy development, programmatic management, resource management, strategic planning, systems analysis, evaluation techniques, or performance management.
At least three years of experience in Intelligence Community coordination, strategic planning, mission management, or federal program implementation.
Desired Requirements:
Experience overseeing or performing resource management functions, including reallocation of resources to meet mission requirements.
Expert knowledge and familiarity with counterterrorism and national programs, including diplomatic, financial, military, intelligence, homeland security, and law enforcement programs and activities.
Knowledge of and experience with US Government and IC plans and programs, including a background in strategic planning or mission management.
Knowledge of the collection management process and oversight mechanisms. Demonstrated experience addressing collection and analytic management challenges and developing courses of action for consideration by senior policy officials.
Knowledge or experience with U.S. military and intelligence operations.
