Duties

You will serve as a Lead Personnel Management Advisor responsible for providing expert advisory and consultative services regarding staffing, classification, recruitment, and pay to the assigned NIWC Atlantic Human Resources Office staff. You will be responsible for originating solutions and/or developing appropriate interventions for management on staffing, recruitment and pay issues and concerns. You will lead or serve as a team member on special projects or comprehensive studies to examine a spectrum of recruitment and/or staffing problems or issues across the command. You will be the primary workload facilitator, monitoring metrics and work of less senior PMAs and Human Resources Technicians to ensure consistent and accurate processes and work-flow.

Requirements

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or or NO-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying comprehensive knowledge of HR recruitment, staffing, pay and classification principles, concepts, practices, methods and techniques as required to modify and/or develop recruitment and staffing program changes.
