About the Position: Serves as principal advisor to the Equal Employment Manager for the Pittsburgh District which covers employees in various professional, administrative, technical, clerical and trades and crafts occupations. Participates in the planning, organizing, analysis, review, evaluation and administration of the district's affirmative employment program and the administration and analysis of discrimination complaints. Serves as manager of the Special Emphasis Program Committee.
Duties
Develops the EEO Affirmative Employment Plan.
Processes complaints of discrimination, both at the informal and formal level.
Serves as manager of the District's Special Emphasis Program Committee with oversight of all subcommittees .
Assists in developing and presenting training to District workforce to include counselor refresher training, Consideration of Others training and Prevention of Sexual Harassment training.
Provides training to managers and supervisors and the workforce on general matters relating to equal opportunity, complaint processing and the development and implementation of affirmative employment procedures.
Requirements

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience to qualify for the GS-11 level: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: 1) Conducting routine fact finding; analyzing collected data from surveys and completing reports; 2) Research and interpret EEO regulations and policies; and 3) Recommend fair employment opportunities to managers when recruitments are being considered. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources, Employment Law, Business Management/Business Administration, Psychology, Sociology, Criminal Justice, Humanities, or Counseling or a program that concentrates on compliance and enforcement; administrative, management, and consulting; and/or personnel administration.. Specialized experience as described above, but less than one year; and I have at least two years of graduate education as described above, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
