You will serve as an INFORMATION SECURITY SPECIALIST in the Security Directorate of DEPUTY UNDER SECRETARY OF THE NAVY.

Duties

You will be responsible for establishing goals and broad policy objectives for Technology and Program Protection rooted in Security. You will review Technology and Program Protection stakeholders and document roles and responsibilities in policy. You will advise and counsel senior officials in all matters pertaining to the protection of classified or controlled unclassified information in the interest of the organization and/or which is required by statute, Executive Order or other authority. You will deliver briefings and speeches as needed on technology and program protection and information security matters, complex or routine matters, scheduled and/or ad hoc conferences, meetings, and training sessions. You will deliver responses to taskers for program protection division director approval. You will ensure information protection policies are in consonance with policies and in accord with governing statues or Executive Orders, and ensure that appropriate and cost effective policies are developed and promulgated. You will assist with the security review policy formulation and process for Congressional, public or official release of operations, training, supply, budget, intelligence, and policy information. You will perform tasks as an Information Security Subject Matter Expert focused on program protection efforts, including providing support by recommending security countermeasures and best practices. You will serve as a program protection and information security policy advisor to Echelon II Security Specialists. You will represent the Program Protection Branch in high-level conferences and meeting in explaining and interpreting policies and requirements and negotiating important issues. You will coordinate with technical specialist and representatives from other government agencies and industries involved in the assignment. You will conduct appropriate metrics identification, trend analysis and benchmarking, develop reporting products to advise leadership and colleagues, and perform other duties as assigned.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain Department of Defense (DoD) Security Professional Educational Development (SPeD) certification within 6 months. Declining to obtain (SPeD) certification or loss of certification is grounds for removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing, implementing, and/or monitoring policies, instructions, procedures, control systems, and methods related to program protection and information security; Experience designating the level of protection required for various types of information (e.g. documents, materials, devices, systems, etc.); Experience developing and overseeing an organization's program protection and security training and certification requirements (e.g., managing resources).
