This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Works under general supervision of Chief of Yards and Docks. Receives oral instructions in regard to work and general instructions covering questionable matters and/or assignments that may deviate from usual procedures.
Duties
Performs a variety of duties in connection with the operation of a lattice boom and hydraulic cranes.
Responsible for spotting for the crane operator, making up riggings and, as needed, leading a group of employees in performing related laboring duties.
Responsible for maintaining rigging inventory and inspections.
Cut cables or ropes to the required length and makes necessary splices to support the required lift.
Instruct and train others in the safe and efficient performance of their duties
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to a pre-employment drug test screening, and random testing thereafter.
- This position requires the completion of a pre-employment and annual physical examination to ensure required level of physical health and ability or fitness to perform the duties of the position.
- Must obtain prior to employment and/or maintain a valid state driver's license.
- Must complete rigger certification under OSHA/ANSI/ASME Codes AND EM385-1-1 within 90 days of employment.
- Must obtain and/or maintain forklift operator’s license within 12 months of employment.
- Must obtain Level II Overhead Crane certification within 12 months of employment.
- Must obtain and maintain current State of Tennessee Commercial Pesticide Application Certification C03 Ornamental and Turf within 12 months of employment.
- Various protective devices such as safety shoes and glasses, gloves, respirators, and hard hats must be used.
- Position requires participation in DoD medical surveillance program.
- Position requires frequent overtime, after hours, and weekend on-call status to support critical project and facility requirements.
- Position requires participation in and compliance with the Respiratory Protection Program.
- Position requires the ability to walk on and traverse uneven ground.
- Position requires up to 25% TDY Travel per year.

Minimum Qualifications (Screen Out Element): Ability to do the work of an without more than normal supervision. Selecting and installing weight handling gear to position large and heavy objects for exact placement of gear in a safe, secure, balanced manner; grounds maintenance that includes rock spreading, trench filling, grubbing vegetation, ice and snow removal; operating heavy equipment such as dump trucks, backhoes, skid loaders or tractors to move supplies and equipment; and leading employees in performing rigging and laborer duties as prescribed. I can cut cables or ropes to the required length; assist with signaling crane operators for safe heavy equipment movement. - Failure to meet this Screen Out Element will result in an ineligible rating.
Physical Efforts: Works from ladders, scaffolds, and on platforms in cramped and hard to reach places. Stands, stoops, bends, kneels, climbs, and works in awkward, tiring and uncomfortable positions. Moderate to heavy physical effort is involved, frequently lifting, moving, and carrying items up to 50 pounds while loading and unloading cargo, handling heavy equipment, parts, tools and materials, pushing wheelbarrows and running power mowers. Considerable arm movement in painting, carpentry and engineering equipment operating work.
Working Conditions: Works inside and outside exposed to all weather conditions. Exposed to dust, dirt, grease, oils, and noisy conditions. Inside work is usually performed on concrete floors. Area is frequently inadequately heated and cooled. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions and its use is mandatory. Subject to dangers of moving cables, swinging-loads, danger of cuts and bruises caused by slipping cables and cable splinters encountered in splicing rope.
