About the Position: This position is located at the Soldier Support Institute (SSI), Fort Knox, Kentucky. Fort Knox is a United States Army installation in Kentucky, south of Louisville and north of Elizabethtown.

Duties

Serves as a Supervisory Instructional Systems Specialist, Distributed Learning (DL) Division, United States Army Recruiting and Retention College (RRC). Performs duties as the primary training systems design specialist and consultant with focus on integrating appropriate techniques for training development (TD). Serves as a Contracting Officer Representative (COR) for a contractor employee for multimillion-dollar contracts for Distributed Learning (DL) course conversions. Oversees variety of Distributive Learning (DL) initiatives to include video tele-training, multimedia using Internet and Internet/CD-ROM hybrids.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • Position may be filled as a term appointment NTE 5 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
  • Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.
  • Term employment is subject to one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • Position may be made permanent without further competition.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.

Basic Requirement for an Instructional Systems Specialist: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS-12: One year of specialized experience which includes: 1) developing and designing instructional content for instructor-led or web-based training courses in an adult education environment; 2) assisting in the development of training and education programs in the areas of residence and distance learning; 3) evaluating changes in training technology and identifies requirements for changes in instructional procedures; AND 4) utilizing automation systems to integrate changes to course materials and instructional methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Instructional and Performance Support TechnologyInstructional Program AdministrationInstructional Program EvaluationNeeds/Occupational Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
