You will serve as a Contract Specialist in the Acquisition Division of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will prepare contracts and contract specifications for development, demonstration models, and/or preliminary design when new or untried concepts or techniques are involved. You will oversee contracts by monitoring contract performance, preparing modifications, and determining the necessary course of action to comply with terms. You will assist/conduct price and cost analysis to determine reasonableness of price to make recommendations for the award. You will review procurement requests to assure clarity, adequacy and completeness. You will review contract terms and technical specifications to identify any special requirements.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

For the GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards or procedures; 2) Reviewing procurement requests to assure clarity, adequacy, and completeness; 3) Serving as contractual authority on the acceptability and applicability of contractual matters on contract actions, and provides advice, training, guidance, and interpretation to the team on procurement regulations, policies, and procedures; 4) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout. For the GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing general requirements and coordinating and controlling administrative actions preliminary to actual acquisition; 2) Creating funding requests and managing lines of accounting to ensure accurate financial management; 3) Negotiating, administering, and terminating agreements for a variety of special uses of real property; 4) Negotiating changes to contract terms and conditions; 5) Performing both pre award and post award functions relating to the planning, development, advertisement, award, and administration of contracts. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
