You will serve as a PROGRAM ANALYST in the Operations Officer, Public Works Department of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will prepare budgetary documentation or reports based on program analysis. You will present findings and recommendations for improvements to managers. You will compile information needed to complete reports recommending improvements to program operations. You will operate software systems (e.g., Microsoft Excel, Power Point, Word, Project, SharePoint) to analyze data from multiple projects. You will coordinate the development of evaluative tools to improve project planning and execution.

  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilize budgetary methods, practices, procedures, regulations, precedent and policies for both annual and revolving funds; 2) Present, justify and recommend budget adjustments, reprogramming, and resolution of budget problems and issues to management; 3) Analyze and evaluate the effects of continuing changes in program plans and funding on the accomplishment of the budget and milestones; 4) Employ both Working Capital Fund and General Fund budget formation processes to assure that budget forecasts, estimates and submissions conform to requirements, guidelines, and financial objectives.
