The primary purpose of this position is to develop Test and Evaluation (T&E) technologies that incorporate data science and modern data analysis capabilities.
Duties
Employs scientific and analytical techniques to define, quantify, and evaluate the feasibility of assigned projects, studies or problems
Advises data analysts on matters concerning scientific work requiring the design, development, and adaptation of mathematical, statistical, and other scientific methods and techniques
Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts
Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposiums, contractors, research, and development organizations, by reading/reviewing technical journals and current literature and participating in formal training programs

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is knowledge and mastery of scientific and analytical techniques, advanced scientific concepts, principles, practices, standards, and methods to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and mastery of a broad range of methods and techniques used in classical and modern advanced
operations research studies and possession of analytical abilities.
Knowledge of expert quantitative techniques and methods used to develop, adapt, modify, and apply models
to resolve problems or define and clarify alternative solutions.
Knowledge of a wide range of advanced multidisciplinary scientific concepts, principles, practices, standards,
methods, and techniques to apply experimental theories and new developments to problems not susceptible to
treatment by accepted methods, and to plan and execute specialized programs of marked difficulty,
responsibility, and significance.
Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and
organizations that govern, interface with, and/or influence systems acquisition, development, and/or
sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions
on expenditure of funds.
Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and
policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in
critical aspects of development, production, and/or support of systems, subsystems, or equipment.
Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and
resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally
and in writing.
Ideal Candidate (This will not be used for qualification purposes): The ability to learn quickly as they receive any necessary familiarization on Air Force Test Center and 96th Test Wing processes to enable the candidate to be efficiently trained, onboarded and fulfilling all CDO duties. Develop and implement data management strategies and best practices, such as data governance policies, data quality standards, and data storage protocols, to support test and evaluation activities to strengthen the accuracy, reliability, and integrity of the data used throughout the test processes. Lead a small team of data analysts, test engineers, and software developers who manage a diverse portfolio of projects related to data management, data analysis, and data visualization in support of data link and other C4ISR test activities. Review and provide technical feedback on a diverse set of test data analysis and management planning documents and reports, ensuring that they meet the squadron's standards of technical rigor. Provide recommendations for improvement, as necessary, to enhance the quality and accuracy of test data, collection management and analysis efforts. Train and guide test engineers and analysts on data management and data analysis best practices. Translate the strategic vision of senior leaders into actionable plans for data management and analysis efforts at the squadron level. Collaborates effectively with group and wing level leaders to ensure that the needs and capabilities of the squadron are communicated and integrated into broader data management and analysis initiatives. Experience testing one or more Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems.

BASIC REQUIREMENTS FOR 0854 OR 0855:A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. BASIC REQUIREMENTS FOR 1515: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

BASIC REQUIREMENTS FOR 1550: Bachelor's degree in computer science
or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
