This position is located in the Department of Homeland Security, Federal Protective Service, Office of Internal Investigations, Office of Professional Responsibility, Alexandria, Virginia.
Duties
The primary purpose of this position is utilizing a full range of analytical capabilities identify and provide investigative support to suspected major offenses or violations of Federal law, rules, and/or regulations. The incumbent will conduct highly complex sensitive analytical duties in support of highly complex and sensitive criminal and administrative investigations under the purview of the Office of Professional Responsibility's Office of Internal Investigations.
As an Investigative Analyst, you will work in the Office of Internal Investigations and will be responsible but not limited to the following major duties:
Gather, research, and analyze various types of data from various sources, including Federal, State, local, and public agencies and develop reports on a variety of investigative information for administrative, civil, and/or criminal investigations.
Extract and organize statistical data for investigator feedback, prepare reports, and oral briefings, and disseminate data through reports.
Determine methods and employ software analytical tools in accordance with applicable laws, regulations, and precedents when conducting analyses.
Assume responsibility for completion of short- and long-range and broad-scope analytic projects.
Provide support and assistance to criminal investigators in accomplishing activities for their assigned cases including research and analysis of public records and computer database records to support investigative determinations or findings.
Prepare outgoing correspondence for supervisors relative to investigative referrals.
Assist in the ordering of professional and technical law enforcement equipment.
Qualifications

Specialized Experience:
GS-12: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Researching various informational databases to collect relevant data and other facts while performing analyses concerning the data collected;
Supporting criminal and administrative investigations by identifying relevant legal and/or policy constraints; AND
Utilizing analytical, evaluative and research techniques to identify and evaluate large amounts of data obtained from various sources in order to prepare finished reports.

Specialized Experience:
GS-13: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Performing analysis of statistical data for criminal, civil, and/or administrative investigations;
Performing statistical analysis and trend forecasting of criminal and administrative investigations on a nationwide scale; AND
Applying Federal laws, rules, and/or regulations to produce work products used by a criminal investigator.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
