Serves as the Administrative Officer for the Health Administration Services (HAS) Service Line (SL). The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties described in the target position description. The Administrative Officer coordinates and implements all the administrative activities of the service.
Duties
Duties include but not limited to:
Provides for the overall administrative management of the Health Administration Services Service Line.
Coordinates the personnel management program for HAS service line, performing or overseeing all aspects of human resources requirements.
Interpreting administrative policies, developing local polices, defining administrative requirements, and/or providing advice to the Chief on related issues.
Maintains responsibility for all service correspondence.
Prepares, edits, and archives all official correspondence requiring the Chiefs signature or approval.
Reviews and updates all Standard Operating Procedures (SOP) related to Health Administration Services.
Attends briefings and meetings on behalf of the Chief in his or her absence.
Schedules or coordinates all service meetings, prepares agenda, and prepares minutes for each.
Serves as the Contracting Officer Representative (COR) for service line contracts.
Establishes internal procedures to secure adequate control in terms of deadlines, progress reports, and directives.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify for GS-07 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; Communicate factual and procedural information clearly, orally and in writing; Assisting with human resources functions which may include recruitment, performance, training, etc.; Preparing letters, reports and presentations; Gather and analyze basic facts and draw conclusions. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 1 full year of graduate level education or bachelor's degree with Superior Academic Achievement in a course of study that directly reflects the job-related knowledge, skills, and abilities/competencies necessary to satisfy the minimum qualifications and perform the duties of the position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond bachelor's degree (i.e., graduate level credits) is creditable toward meeting the specialized experience requirement.
You may qualify for GS-09 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Overseeing and facilitating the administrative management; Independently developing, planning, issuing and implementing procedures to comply with directives concerning administrative manners; Analyzing and evaluating problems, making recommendations and devising solutions; Reviewing and evaluating guidance on various functions and procedures, identifying problem areas and implementing or recommending actions; Compiling information and preparing administrative reports for management briefing and sharing with various groups. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate level education (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets. You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
