This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at Lower Granite Natural Resources Office, operated by the U.S. Army Corps of Engineers, and situated in Clarkston, Washington. The Natural Resources Office maintains and oversees multiple recreation sites and resources.
Duties
Performs rough and finish grading maintenance of roads and grounds and construction of new roads and ground areas.
Assists with new installation and repair and maintenance of irrigation and plumbing systems.
Assists with carpentry, welding and cement work in the maintenance of Project and recreational facilities.
Continuously performs inspection, preventative maintenance, minor repairs and servicing of all equipment assigned.
Assists Heavy Equipment Mechanic on minor and major repairs and performs servicing and minor repairs.
Operates a variety of equipment such as ditch-witch, garden tractors, snow removal equipment, small forklifts and power equipment, etc.
Operates motorboats for which licensed and qualified.
Makes cuts and fills, piles earth for embankments, backfills, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A pre-employment drug test is required.
- A pre-employment physical is required.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires the ability to lift heavy objects, 45 lbs, specific to the position.
- Subject to emergency work performed outside of normal duty hours.
- Incumbent must possess and maintain a Class A Commercial Driver's License (CDL).

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Engineering Equipment Operator ~ without more than normal supervision. I have experience performing a full range of Engineering Equipment Operator tasks including operating trucks with gross weight of 26,000 lbs (such as dump truck) to move dirt or debris, and light equipment such as tracked loader, tractor, etc., and perform preventive maintenance checks and services on equipment operated. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical effort: Heavy physical effort is required in operating the equipment controls or vehicle repair. Strain, noise, vibrations, and dust irritation may result from the operation of equipment operating over rough surfaces. Operation of larger equipment is strenuous because of more frequent adjustment while operating under conditions of steep and unstable grounds and close proximity to structures and above and underground utilities. Works at benches or while material is on supports, or on equipment while at work site. This requires considerable standing, stooping, sitting, bending, and reaching. The work normally requires lifting of material, tires, tools, and equipment. Exerts heavy physical effort in doing such tasks as frequently lifting and moving objects weighing under 45 pounds unassisted, obtains assistance or uses appropriate equipment or safety devices when lifting and moving heavy objects greater than 45 pounds. Physical dexterity is needed to handle tools and work around machinery or equipment.
Working Conditions: Work is generally performed outdoors in all extremes of weather, in and over water, in wildland vegetation, in flood control and building structures. Hazards include heat, cold, dust, insect bites and stings, injurious vegetation, electric shock, drowning, work around machinery and heavy equipment, noise, vibration, falls from ladders and high work surfaces, and toxic chemicals. Work requires heavy lifting, continuous standing, walking, or stooping in all extremes of weather, including under wet and muddy conditions on steep or uneven terrain. Work requires special care to avoid injuries.
Equipment is operated the majority of the time on sloping, hilly, rocky, uneven terrain with slopes up to 40% containing hazards such as lose ground, large boulders, hazardous trees, steep cliffs, underground services, snow conditions, and existing buildings. Work is also done on unstable ground in wetland areas and adjacent to deep and fast running water.
