The Health System Administrator (Deputy Director) serves in the Executive Leadership role as the primary backup to the Executive Director/CEO of the Miami VA Healthcare System is responsible for the oversight of administrative functions associated with Financial, Human Resources, Business/Research Compliance, Privacy, and Information Technology. The Deputy Director is responsible for business management, for leading stakeholder engagement to explore customer needs, programs, and objectives.

Duties

Duties include, but may not be limited to the following: Operates in an environment characterized by the presence, in a significant and substantial degree, of both short and long-range instability due to funding fluctuations and changing program priorities which require frequent and extensive revisions of financial and manpower plans and operations. Achieving both short and long-range instability in conjunction with the overall plans of the Veterans Integrated Service Network (VISN) and consistent with the strategic planning process. Advanced understanding of delegating authority and holds managers responsible and accountable for the performance of the product lines, programs, and services under their supervision and management. This includes developing and presenting recommendations and actions that contribute to the development of the functional efficiency of a healthcare system. In-depth knowledge of the Deputy Director's managerial duties and responsibilities involve final decisions which have a direct and substantial effect on the health care organization and programs (Acting Director as needed, to include daily analyzation and competing executive demands on resources.). Advanced understanding of and obtains a balanced financial plan designed to meet realistic needs of the facility and the network; evaluates the financial policies, plans, programs, operations and methods of communication to assure that management decisions include appropriate consideration of their impact on financial resources. While providing ongoing reports to the Director about management, ensuring financial accountability across the health care system. Meticulously management as well as strong leadership in administration and health care systems management which have enabled him/her to effectively carry out various management aspects of as Deputy Director position (Oversight include weekly briefing to Director over the following; Privacy, Information security, Integrity, Compliance, Finance, Human Resources, and Information Management Technology.) Adversity in maintaining abreast of new and existing health care technology and administrative concepts and analyze them with the overall needs of the healthcare system in mind. Note: These duties are geared to successful accomplishment of the Healthcare System's assigned patient care, treatment, medical education, research, and DOD contingency support missions. Work Schedule: Monday through Friday, 8:00am - 4:30pm Telework: Available on ADHOC basis only and in accordance with Agency Policy Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-15 Grade Level Requirement Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. In-depth knowledge as well as special skills in administration and health care systems management which have enabled him/her to effectively carry out various management aspects of as Deputy Director position. Analyzing and competing executive demands on resources. Maintaining abreast of new and existing health care technology and administrative concepts and analyze them with the overall needs of the healthcare system in mind. Preferred Experience: Is experience serving a permanent role in executive leadership team or similar level in other organizations, such as CEO, COO, etc. You will be rated on the following Competencies for this position: ConscientiousnessDecision MakingFlexibilityLeadershipManaging Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is done in an office environment and is mostly sedentary in nature, although some walking or carrying of files is required.
