About the Position: This position is with the U.S. Army Engineer District, Norfolk Water Resources Division in Norfolk, VA.
Duties
Operates a single or twin-screw diesel vessel up to 68 feet in length
Supervises, instructs, and directs deckhands and other boat crew in their operations, safety and activities.
Directs crew members during special operations such as the rigging and deploying of sampling equipment, side scan sonar equipment, deploying buoys for marking obstructions and any anchoring operations that are required.
Maneuvers vessel in path of drifting objects, collecting material and floating debris with a hydraulic crane with a two-ton capacity.
Patrols waterways within the District's jurisdiction on alert for violations of Section 13 of the River and Harbor Act (33 USC 407), illegally placed fishing structures and unpermitted structures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- All Army personnel will comply with safety regulations, occupational safety and health standards and other safety directives and orders.
- This job requires a valid U.S. Coast Guard 100T Captains License, small boat operator with radar endorsement, within one year of hire.
- This job requires a valid U.S. Coast Guard Masters License and towing license or certification commensurate with the size and service of the vessel operated, within one year of service.
- This position is required to be screened under the civilian drug abuse testing program. Periodic urinalysis will be required to test for drug abuse. Incumbent must also sign DA form 5019-R "condition of employment.
- Incumbent of this position is enrolled in an ongoing pre-employment, annual and pre-termination medical surveillance program in accordance with established OSHA requirements.
- This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program.

Minimum Qualifications (Screen Out Element): Ability to do the work of a Tender Operator without more than normal supervision. Operate single or twin screw diesel vessel up to 68 feet in length in length including the ability to recognize hazards to navigation; work as a team to conduct hydrographic survey; and to take debris on deck or under tow. - Failure to meet this Screen Out Element will result in an ineligible rating.
Physical Effort: The small craft operators occasionally lift and carry parts and equipment weighing 23 kilograms (50 pounds) or more. Assistance is usually available with heavy or bulky equipment. Moderate effort is required during general maintenance work. Coordination of hands, eyes, body, and legs is needed to work safely on wet and moving decks, climbing up and down ladders, or transferring from one boat to another.
Working Conditions: The small craft operators work on deck, exposed to sun, wind, spray, rain, and ice during year around operations. They are exposed to the possibility of falling overboard, thus a life jacket is worn at all times. Other protective devices such as foul weather Gear, safety shoes and ear protectors may be required. Possible injuries include sprains or broken bones caused by falls on deck.
