As a member of the Executive Committee, the Chief Administrative and Financial Officer (CAO/CFO) collaborates with the Chief Operating Officer (COO) and General Counsel (GC) on enterprise-wide issues that drive GAO's strategic direction. The CAO/CFO also heads the Chief Administrative Office (CAO) and oversees GAO's budget, financial, information technology, human capital, learning and development, facilities, and field office operations.
Duties
Directs GAO's administrative operations, including facilities, financial management, human capital management, and information technology, to ensure they meet the agency's strategic goals.
Collaborates daily with other members of the Executive Committee to guide and oversee GAO's strategic direction, policy development, and decision-making processes.
Advises the Executive Committee on GAO's budget, financial management, human capital, information technology, facilities, and internal controls matters to promote effective stewardship of the agency's funds and resources.
Oversees the development of GAO's financial management policies to promote decisions that support the agency's current and future financial stability.
Oversees GAO's budget formulation and justification to ensure the agency's future needs are in the Congressional appropriations requests.
Monitors the execution of GAO's budget in relation to actual expenditures to provide the Executive Committee with performance reports.
Directs, in collaboration with the Chief Operating Officer, enterprise-wide information technology programs and services to ensure GAO's information technology investments and infrastructure meet future needs.
Guides agency-wide human capital management and workforce planning services, policies, and programs to increase organizational performance.
Collaborates with the COO and GC to develop and implement labor management relations policies and negotiation strategies that promote a productive relationship with GAO's union(s).
Represents GAO in contacts with members and committees of the Congress and their staffs, as well as representatives of other federal departments and agencies, state, local, and foreign governments, industry, and other segments of the private sector.
Chairs and/or serves on internal GAO boards and committees like the Executive Resources Board, Human Capital Strategic Leadership Board, Continuous Process Improvement Leadership Board, Information Technology Investment Committee, Risk Management Committee, and the senior official for the Collaboration Assessment Resolution and Education (CARE) Program.
Leverages the work produced by engagement teams on improving federal government operations to guide the effective and efficient operations of GAO.
Directs the work of the Chief Administrative Office which consists of Infrastructure Operations, Information Systems and Technology Services (dotted line to Chief Operating Officer), Learning Center, Professional Development Program (dotted line to Chief Operating Officer), CAO Immediate Office, Field Operations, Financial Management and Business Operations, and Human Capital Office; Labor Management Relations (dotted line to Chief Operating Officer and General Counsel); is held accountable for the success of the team/unit's line or staff functions; monitors and evaluates the progress of the organization toward meeting goals; makes adjustments in objectives, work plans, schedules, and commitment of resources; evaluates and provides input on the performance of employees; makes decisions on people-related matters such as selections, promotions, awards, and training; supports GAO's equal employment opportunity (EEO) goals, core values, and People Values by positive example and appropriate action.

Qualifications

If you are a federal employee, the level of experience we are looking for is typically gained in GS-14, GS-15, Senior Executive Service, Senior Level, or equivalent-level positions.

The technical qualifications for this position are:
Experience guiding technical and non-technical senior leaders on the implementation benefits and risks of adopting enterprise-wide information technology projects to enhance the services provided by a federal agency.
Experience overseeing the selection, management, and evaluation of information technology investments to ensure those investments support a federal agency's future needs.
Experience providing Members and committees of Congress with analysis, advice, and assistance on issues impacting an agency's budget request.

Experience interacting with and responding to congressional requests and inquiries about agency operations and collaborating across agency functions to develop comprehensive responses.
Experience leading efforts to develop and execute negotiated agreements to ensure a positive and productive working relationship with union leadership.
