This announcement will be used to fill positions with entry grade of GS-07 or GS-09 with a target grade of GS-11.
Duties
Coordinates reorganization/realignment packages by ensuring E-biz, resource management, and technical work is completed prior to submitting personnel actions to HR.
Analyzes local organizational conditions and advises the Site Director on the construction and administration of pay pools based on current Agency and HR guidance.
Educates the selecting official about their responsibilities in the selection process (e.g., manage and document the selection process).
Informs the workforce about upcoming training and coordinates the administrative processes (e.g., material, computers, etc.) to schedule and set-up onsite classrooms.
Works with the Site Director and managers in the development of budget justifications for impacted personnel actions.
Participates in the orientation and processing of new employees for the site and coordinates completion and submission of forms as appropriate.
For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-07 specialized experience is defined as: Assisting office and management personnel by gathering, consolidating, and analyzing various types of information; Utilizing regulations and instructions to answer questions and remedy standard issues identified by organizational leadership or management.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-09 specialized experience is defined as: applying rules, procedures, operations of an organization to perform administrative work in the areas of budget, training or personnel actions; create correspondence and routing to appropriate offices/personnel via various forms of communication and assist with scheduling events.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-11 specialized experience is defined as: Interpreting and applying administrative management policies, regulations, and procedures to collaborate with budget or resource management for personnel staffing needs; providing training and assistance to other administrative support positions; advising others on regulations and instructions, answering questions and remedying standard problems referred by organizational leadership or management.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-07, applicants must have served 52 weeks as a GS-05 or higher in the Federal service. To be considered for the GS-09, applicants must have served 52 weeks as a GS-07 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (
http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
