As a Program Manager, you will be responsible for providing expert support in IT contracting practices, responding to complex customer inquiries, analyzing requests and problems, implementing acquisition solutions, assigning tasks, monitoring progress and providing Infrastructure and Shared Services (ISS) guidance to achieve productivity, efficiency and effectiveness.
This position is located in Information and Technology Services (ITS) in Washington, DC.
Duties
As a Program Manager, you will:
Serve as a supervisor, leading, motivating, and developing a staff of employees.
Establish objectives and goals in support of the OCC strategic plan. Develop short and long-term plans; establish priorities for the organization. Provide planning and resource management to ensure that activities of the organization support OCC's objectives and goals.
Serve as a technical advisor to senior managers on planning, liaison, construction, and /or implementation of IT acquisition and budget strategies office wide. Manage the financial, budgetary, and acquisitions of IT office automation hardware, software and maintenance renewals for the accomplishment of agency objectives.
Serve as the lead COR to monitor and manage the IT contracts coordination program, serve on technical evaluation panels, evaluate vendors and ensure adherence to the agency and federal guidelines.
Serve as liaison with the ITS Directors for monitoring and reconciling the ITS hardware and Software budget obligations and expenditures.
Review all hardware and software purchases, assign purchases to the SMARTPOC or purchasing agent for processing. Verify information in SharePoint for correctness after award or purchase to ensure renewals are correctly identified in the out-year budget formulation.
Administer the Software Licensing SharePoint List and the OAO Purchasing List, creating and updating views as needed, adding values to menus and deleting outdated fields.
Communicate with business unit customers on the direction of information technology resource acquisition initiatives. Serve as an advisor to senior management regarding program operations and related technical support.
Qualifications
You must meet the following requirements within 30 calendar days after the closing date of this announcement:
To qualify for the NB-VI level, you must have specialized experience equivalent to the next lower level, NB-V or GS-13 in the federal service. Examples of specialized experience for this position includes:
Advising on IT acquisition and budget strategies; AND
Monitoring budget obligations and/or expenditures related to IT hardware and software; AND
Developing or implementing policies, procedures, and/or guidelines relating to IT acquisitions.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
