Duties
This Transportation Security Specialist (Cyber Policy) position is located in Policy, Plans and Engagement (PPE), Aviation Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Conducts complex analysis of interrelated cyber capability issues. Plans, integrates, and executes complex projects and studies involving cyber tactics, techniques, and procedures in the areas of cyber defense, cyber offensive, and defense information network operations. Supports all aspects of strategic, operational, and tactical planning for cyber operations to include the coordination with service partners and agencies to further the integration of cyber capabilities into long term operational planning efforts.
Defines the desired state of cybersecurity policy, and policy development processes through examining risks facing the various modes of aviation transportation (e.g., airports, air carriers, aircraft operators) and designing policies appropriate for the level of risks.
Analyzes organizational cyber policy and assessing policy needs and collaborate with stakeholders to develop policies to govern cyber activities. Investigates and inspects transportation stakeholder cyber systems and vulnerabilities by considering a variety of cyberattack scenarios and their potential impact on those systems and coordinating significant technical matters with representatives of external organizations.
Develops countermeasures policy to report and mitigate risks and consequences to aviation transportation systems. Promotes collaboration between the Transportation Security Administration (TSA), transportation stakeholders, and other government agencies involved in the development of new and updated policies and capabilities to mitigate cybersecurity risks to the transportation system.
Promotes collaborative efforts to reduce risks and threats to critical information, enterprise, communications, and control systems, participates as a presenter in conferences and symposia relating to cybersecurity initiatives, and builds national-level cybersecurity coalitions to promote information sharing.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-I (GS-13) in the Federal service. Specialized experience MUST include all the following:
Identifying issues, discrepancies or inconsistencies with aviation transportation security policies or procedures; and
Advising leadership or management officials on cybersecurity policies and programs; and
Developing and executing cybersecurity policies which impact all aviation modes of transportation.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
