Duties
Serves as the Facilities Operations Specialist in a Defense Commissary Agency (DeCA), Office of Director Engineering Directorate, Facilities Sustainment Division location. The primary purpose of this position is to provide technical assistance in the identification, administration, development, coordination, and execution of commissary facility operation, improvement, maintenance, and repair programs of geographically separated stores.
Position responsibilities include:
Implement contract and monitor operating procedure in support of maintenance and repair commissary contracts for facility system repairs in accordance with established policies objectives and program funds.
Schedule and carry out repair projects within the budgetary analysis, execution and evaluation of the facilities maintenance program.
Coordinate with other agencies on all matters affecting construction, repairs, operations, and facility maintenance planning execution.
Travel to inspect physical structures, building systems, utilities, roadways, surrounding grounds, and oversee work performed by skilled labor at various commissary locations.
Establish project priorities regarding the maintenance and repair of structures, building systems, commissary unique systems, and equipment.

- Physical Requirements: Considerable walking, stooping, bending and climbing to inspect and observe operations in maintenance and construction work areas.
- Work Environment: Regular exposure to moderate discomforts, such as high levels of noise, adverse weather, and risks due to ongoing maintenance and construction activities, inspections, and climbing at high working levels.
Qualifications

Specialized experience may not be substituted for education at this grade level.
AND
Possess an undergraduate or graduate education in engineering, industrial arts, property management, or business administration.
OR
Examples of qualifying specialized experience:
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction, and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
You must also meet the following requirements by the announcement closing date:
Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement. You must submit SF50s with your application package to verify you held the next lower grade level for at least 52 weeks. You may need to submit two (2) or more SF50s. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. The next lower grade level for the GS-12 position is GS-11.
Current civilian employees must have completed at least 90 days of federal civilian service since their latest non temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."
Education
Education used to qualify for this position must be from an accredited school or educational institution recognized by the
U.S. Department of Education and a copy of your transcript is required as part of your application package. For the application process, unofficial transcripts are acceptable if they contain the applicant's name, the name of the school, the date and degree that was awarded, and the list of classes and credits earned. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date.
Foreign Education. If using education completed in foreign colleges or universities to meet the qualification requirements, you must show a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or show that a U.S. accredited college or university has given full credit for the foreign courses.
