This position is located in the Behavioral Health Service Line, Vocational Rehabilitation Section of the West Texas Veterans Affairs Health Care System (WTXVAHCS), Big Spring, TX. The primary purpose of this position is to provide vocational rehabilitation, training, and placement for veterans within the Compensated Work Therapy (CWT) programs providing therapeutic vocational services through Transitional Work (TW), Supported Employment (SE), and Community Based Employment Services (CBES).
Duties

Duties include, but are not limited to, the following:
Implements program goals of vocational rehabilitation, training, and placement for veterans who have serious behavioral illness, physical and substance abuse disorders;
Monitors the case findings of vocational rehabilitation candidates and develops and disseminates information on vocational rehabilitation resources to program staff and patients;
Provides and assists in arranging suitable placement of more severely disabled, difficult to place veterans who may require more individualized treatment plans in vocational and academic training, community employment, and conducts follow-up and follow along services on these placements;
Provides information, pre-employment assessment and workforce re-entry planning services, linkage, and coordination for VA and non-VA services to integrate Veterans into the community through competitive employment;
Provides guidance and training to all homeless programs and staff across the VA Medical Center on resources that enhance and result in competitive employment outcomes for Veterans;
Develops templates for concise, individualized Veteran-centered assessments to determine the needed intensity level of employment services and supports;
Serves as a liaison to local community providers of employment placement and support services;
Leads efforts to establish a local employment collaborative;
Develops employment opportunities for homeless Veterans;
Provides employment services to Veterans (such as access to job listings, resume preparation, interview skill training, job development, job placement, ongoing support, etc.);
Monitors performance and progress through review of cases;
Provides feedback to staff and leadership on system resources, strengths, accomplishments, challenges and recommended corrective actions;
Develops and maintains a database on referral and placement outcomes; and
Performs all other duties as assigned.
Work Schedule: Monday to Friday, 8am until 4:30pm.

Qualifications
English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. ~AND~
To qualify for this position at the GS-11 level, applicants must also meet one of the following:
Experience: You must have at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Vocational Development Specialist independently. Specialized experience includes:
Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program;
Experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention; and
Experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems.

Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in vocational rehabilitation, vocational or educational counseling, or other fields related to the Vocational Development Specialist position. Combination: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Vocational Development Specialist position. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The physical demands of the work are generally minor. The work is primarily sedentary, although the
stress involved in dealing continually with persons in emotional distress and who may be uncooperative and occasionally assaultive makes this work notably more demanding than most sedentary positions.
