You will serve as a GG-0132-13 Intelligence Specialist for the OFFICE OF NAVAL INTELLIGENCE. As the Detachment Element Deputy Chief and Intelligence Collection Expert, you will ensure targeted collection against strategic Navy requirements, develop collection strategy, and set goals for the team. This position is located in Apra Harbor, Guam.

Duties

You will provide expert-level knowledge and experience related to collection operations. You will review operational plans and ensure proper preparation prior to collection activities. You will develop concept of operations to expand activities and enhance access to priority requirements. You will identify potential sources of information and opportunities through interaction with existing source network, analysts and subject matter experts, local authorities, community contacts, and open-source and classified research. You will develop and implement local training programs to ensure all personnel are educated on applicable laws and policy. You will identify areas requiring policy guidance and propose solutions to the chain of command. You will conduct coordination and deconfliction with proper local organizations and agencies.

Requirements

  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • Signature of mobility agreement is a condition of employment.
  • CONUS and OCONUS travel may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector, performing duties such as: 1. Develop, plan, and execute human intelligence collection operations. 2. Generate and execute plan of actions for collections in support of overall mission of the unit. 3. Manage detachment operations to ensure operational excellence/adherence to applicable laws, policy, and guidance. 4. Conduct coordination and deconfliction with proper local organizations and agencies. 5. Develop collection strategies and set goals in order to achieve objectives.
