The primary purpose of this position is to serve as a first level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Budget Operations Branch, Financial Analysis Division, Financial Management and Comptroller Directorate, Headquarters Air Combat Command (ACC).
Duties
Plans, organizes, and directs the activities of Financial Management Budget Operations Branch, Operations Team, ensuring compliance with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents Financial Management and Comptroller Directorate with a variety of installation and functional area organizations.
Provides total staff financial management support and analyzes budgetary information to provide advice, assistance, and guidance on budgeting and related information.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, PL 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program
- This is a supervisory position and a one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Budget Analysis Series 0560
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: directs a program segment that performs administrative work, such as, but not limited to: plans, programs, schedules, budgets, evaluates cost of contractor cost and scheduled performance; management; prepares or reviews status/management reports; plans/oversees preprogramming and other financial management functions related to assigned development and acquisition program, as well as specific multi- year appropriations and other special fund activities. In addition to the responsibility for providing direction and supervision over work at the GS- 12 level which best characterizes the nature of the basic, mission oriented, nonsupervisory work performed in the organization - which constitutes 25 percent or more of the workload of the organization, and technical financial management budget analyst support work comparable to GS-12; major level that requires analysis, evaluation, and interpretation to resolve day-to-day and complex actions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Air Combat Command structure and mission. Knowledge of the financial management career field with detailed knowledge of commonly used financial management methods, practices, procedures, regulations, policies, and processes.
Knowledge of safety and security regulations, practices and procedures.
Skill of analytical capability and be able to deal effectively with persons in other disciplines such as Program Management, Engineering, contracting, Civilian Personnel, Manpower, Human Resources, as well with personnel in industry and officials at higher headquarters.
Ability to plan, organize, and direct the functions and staff of a small to medium-sized organization.
Ability to communicate effectively with others both orally and in writing.
Ability to gather, assemble, analyze, and interpret data to develop alternatives and make recommendations for policy and budgetary issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
