About the Position: Serves as the Resource Management Officer for Army Analytics Group, Headquarters Department of the Army, Office of the Chief Information Officer.
Duties
Provide planning, financial, and technical leadership for the development of the organization's budget.
Establish financial management procedures for continual review and surveillance of fund subdivisions and limitations to minimize probability of the occurrence of a Public Law 1517 violation.
Develop organization budget policies based on interpretation of circulars, directives, and regulations issued by OMB, DOD, service headquarters, and Director decisions.
Analyze the budgetary impact of new or revised legislation, policies, procedures, and guidance.
Analyze data for reasonableness and consistency of estimates, adequacy of justification, and compliance with prescribed laws, policies, and regulations.
Review the spend plan comparing actuals to forecasts.
Conduct special studies and gathers data from Divisions to resolve variances, or to solve complex problems.
Direct attention to actual or potential funding problems and recommends solutions.
Allocate funds to individual organizations/functional areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- Must be able to obtain and maintain a Top Secret security clearance.
- One year trial/probationary period may be required.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- You may be expected to travel up to 20% for this position.
- Must pass urinalysis testing, as required prior to appointment and periodically thereafter.

Specialized Experience: One year of specialized experience which includes: recommending budgetary plans to senior leadership; monitoring the financial accounts and fiscal budget for an assigned program; and advising management on available budget resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
