You will serve as a INTERNAL PLANS ANALYST in the INFORMATION WARFARE & OPERATIONS of NAVY WARFARE DEVELOPMENT CENTER.

Duties

You assist the N3 Director with matters pertaining to fleet and Naval concepts, tactics, techniques, procedures, and the broader application of data analysis. You will be accountable for providing managerial oversight and continuity during the life cycle of these major projects. You will perform operational and technical research across DoD, inter-agencies, coalition partners, industry, and academia as related to proposed campaign themes to understand the scope and complexity of the campaign. You will schedule coordination meetings, takes notes, obtains status of actions, synthesizes feedback, identifies conflicts, and provides recommendations for resolution. You will interact extensively with command members and stakeholders to resolve conceptual, programmatic, and administrative related issues. You will represent NWDC and contributes to meetings and conferences associated with the assigned tasks and initiatives. You will establish, develop, and coordinate overall long-range organizational plans (e.g., NWDC Missions, Functions, and Tasks (MF/T)) and business strategies (e.g., Director’s Guidance). You will be responsible for the continuity of long-range planning, long-term visibility on the direction of campaign planning and execution. You will plan, design, and lead efforts to gather and analyze data in support of campaign plan evaluation and warfighting capability development. You will identify and develop campaign plan metrics, business process, and techniques. You will analyze data and draw conclusions, pertinent to effectiveness of efficiencies of campaign plan execution. You will maintain direct oversight of campaign plan evaluation processes and procedures regarding warfighting capability development and advancement in order to initiate warfighting capability recommendations to higher authorities.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Incumbent may be required to attend schools and conferences to attain/maintain technical expertise.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience utilizing a wide and comprehensive knowledge of the structure of government, national policies, objectives, and programs related to U.S. military interest to independently carry out recurring assignments. - Knowledge of Naval Doctrine Publication 1 (NDP-1, Naval Warfare) as well as the DoD, DON, and USFFC policies concerning the principles upon which the Navy organizes, trains, equips, and employs naval forces, is required. - Knowledge of joint, combined, Navy and naval warfare objectives, operations, and tactics, the U.S. military chain of command, unified command plan, command relationships, and interfaces between U.S. and foreign naval forces. - Experience demonstrating knowledge of military and business planning processes, knowledge of COCOM and Service warfighting priorities and capabilities, and familiarity with major warfighting capabilities as applied to naval and joint operations.
