About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio.

Duties

Serves as Army Community Service (ACS) Multi-Functional Specialist at the installation level assisting Commanders with assessing, tailoring and prioritizing ACS service delivery in support of local military and Family needs. Provide ACS services designed to maximize Soldier, Retiree, Family, Survivor and Civilian adaptability, promote self-reliance, and Readiness. Provides comprehensive and responsive ACS services to the population to include client intake, information and referral, crisis intervention, life skills, and transition services. Develops, implements and manages installation ACS services, establishing goals, objectives and procedures IAW applicable State, DoD, DA and other federal guidance, regulations and laws. Mentors ACS staff through interaction, consultation, training and career guidance. Consults with on and off site community leadership officials on Soldier and Family Readiness services and related issues. Maintains close liaison with on and off post agencies, establishments, advisory councils and special emphasis groups. Designs and establishes marketing and public relations strategies to ensure target populations are informed of services and activities. Serves as unit service coordinator, providing services to a designated military unit.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Basic Requirement for Army Community Service Specialist: Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Counseling, Human Services, Marriage & Family Therapy, Child Psychology, or Addiction Counseling. OR Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes serving as a community service representative on family activity committees such as councils or boards; and maintaining liaison with civilian and/or military related social or human services organizations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Counseling, Human Services, Marriage & Family Therapy, Child Psychology, or Addiction Counseling. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
