About the Position: This position supports the mission of the DHA Enterprise Administration and Systems Integration (EA&SI) Division and is located in Falls Church, Virginia.
Note:
Salary negotiation may be available for those candidates who are new to Federal service.

Duties
Plan, organize, and oversee the activities of the Defense Health Agency Freedom Of Information Branch and the Freedom of Information Act Requester Service Center (FOIA RSC).
Exercise discretionary judgment on FOIA procedural issues and inherently governmental function such as fee category determinations, fee waivers and granting of an expedited process.
Provide subordinate staff with direction and advice regarding policies, procedures, and guidelines.
Work directly with senior legal counsel concerning review of FOIA requests and responses and creates legal affidavits in support of FOIA/PA litigation.
Responsible for the alignment of the entity's associated policies with federal law related to FOIA, Privacy Act, security, confidentiality, and protection of health information resources.
Advise staff regarding policies, procedures, and directives of higher-level management or headquarters.
Represent DHA Administration Management and Privacy Systems Integration Division with a variety of functional and organizational areas.
Serve as the Initial Denial Authority ensuring the determination on information releases under the FOIA and PA are in accordance with the Acts, legal precedents, and current policy guidance.
Responsible for compiling and submitting the Annual FOIA Program Report for Congress as well as other periodic reports to DoD, DOJ, or others as needed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of
employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes supervising the work of subordinates to ensure program objectives are being met, collaborating with legal counsel to resolve issues arising from FOIA/PA requests, developing Agency FOIA/PA policy based upon established policies or instructions from key entities, and reviewing information to ensure proper confidentiality maintenance was met before release within legal restraints. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
