You will serve as an Intelligence Operations Specialist in the GEOINT Analysis Division, Full Spectrum GEOINT (FSG) Branch of NAVOCEANO BAY ST LOUIS. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will provide intelligence and environmental support information to a wide variety of NAVOCEANO customers to include the National Geospatial Intelligence Agency, Defense Intelligence Agency, Marine Corps Intelligence Activity and others. You will provide intelligence guidance to a multidisciplinary team of oceanographers and physical scientists responsible for scientific and technical evaluation, correlation, derivation, fusion, and presentation of complex oceanographic data. You will maintain the technical adequacy of data analysis that is required to produce fleet products and publications of scientific conclusions derived from detailed evaluation of this data. You will train and support junior personnel on current and techniques and technologies. You will represent NAVOCEANO NP2 at conferences, technical meetings and working groups.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires periodic polygraph examinations.
  • This position may require a 2-year DCIPS trial period.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpretating, evaluating and integrating Intelligence, Surveillance, and Reconnaissance (ISR) systems and intelligence information from all sources as it pertains to Oceanographic, Bathymetric, Hydrographic, METOC, and intelligence capabilities; 2) Utilizing extensive knowledge of the work of the intelligence community and applying same to the area of mapping; 3) Utilizing extensive proficiency with GIS and Remote Sensing tools to manipulate and evaluate intelligence, and remote sensing exploitation techniques for potential application; and 4) Utilizing an extensive knowledge of algorithms or processes to assess and extract information about areas from datasets and databases, ensuring Geospatial Intelligence (GEOINT) fusion of oceanography, hydrography, bathymetry, imagery data, intelligence information, and other large size datasets.
