THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP.
This National Guard position is for a SUPPLY MANAGEMENT OFFICER, Position Description Number PDD0714000 and is part of the Mississippi National Guard.
Duties
As a SUPPLY MANAGEMENT OFFICER, GS-2003-11, develops, formulates, and implements the plans, programs and policies necessary for the operation, management and administration of the logistical functional areas to include supply and storage management, property and equipment management, and stock control to support the aviation activities of 10-15 states. Supervises a staff of 10-22 employees in various occupations. This position is located in the Army Aviation Component Repair Activity Depot (AVCRAD)
(1) Plans, organizes and directs the logistics services in the AVCRAD of such programs as the Authorized Stockage List (ASL) , and the Stock Funded Depot Level Repairables (SFDLR) program, Aircraft Intensive Management Items - Repairable Management (RM), Special Projects, Technical Supply Management and the Transportation programs. Reviews analyzes and interprets directives and procedural instructions received from higher authority. Formulates or approves operations procedures necessary to support the AVCRAD, supported states and activities. Directs all efforts to support automation of logistical functions and programs.
(2) Reviews and analyzes proposed regional support plans to ensure proper preparation, development and application of NGB, ATCOM and higher authority policies and procedures are met. Coordinates Command review and approval of plans and certifications prior to submission of requests for service use. Reviews attainment of program objectives to identify and correct deficiencies in established SFDLR programs. Recommends changes to SFDLR management and initiates action to effectively incorporate approved changes or corrections.
(3) Prepares, submits and monitors SFDLR budget for systems and equipment. Reviews budget submissions from logistics element managers. Negotiates required funding changes. Prepares and presents budget adjustments or realignments to higher authority. Manages the allocation of all budgeted funds to assure supportability.
(4) Manages, monitors, and coordinates the execution of SFDLR Program. Organizes and chairs the activity SFDLR Management Team and participates as a member of design reviews, configuration management board reviews, engineering analysis test, inspections, provisioning and training plans conferences. Assigns responsibility to activity logistics element managers and monitors and controls progress to ensure timely and quality delivery of SFDLR element inputs. Maintains and updates program task descriptions, contract data requirements lists and selects the applicable data item descriptions.
(5) Assesses program documentation and system equipment design for logistics considerations. When necessary, formulates alternative support concepts to achieve SFDLR program objectives. Manages and coordinates inputs in development of SFDLR packages. Conducts Life Cycle Cost Analyses. Evaluates results of Life Cycle Cost Analyses and, when necessary, formulates alternative support plans to achieve highest degree of cost effectiveness. Prepares cost and funding summaries and milestone information for approved changes.
(6) Identifies SFDLR program planning and execution problems. Participates as the facilities principal member of the SFDLR management team for assigned systems and provides SFDLR expertise to assist acquisition managers. Establishes and maintains a program/projects SFDLR management information reporting system sufficient to provide information required to brief officials on the current SFDLR status of assigned systems and equipment.
(7) Plans, organizes, schedules and assigns work to employees. Establishes priorities and revises assignments based on abilities and special qualifications of employees in order to meet established deadlines. Establishes performance standards/goals and evaluates performance of subordinates based on attainment of those standards/goals. Conducts employment interviews and recommends employees for appointment, promotion or reassignment. Informs subordinates of agency policies and programs. Hears complaints and grievances from employees; resolves those which can be informally resolved or makes recommendations for resolution to appropriate official. Identifies developmental and training needs of employees and provides or obtains training. Approves and/or disapproves leave requests. Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women's Program, Labor Management Relations, and other similar special emphasis programs. Maintains an effective workforce management program. Assures position descriptions are accurate and positions are operating as intended. Ensures a safe operating environment for all employees in accordance with current safety and OSHA directives and requirements.(

Qualifications
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period).
GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions.
