The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
This Integration Officer position is in the Policy and Compliance Division (PCD) of the Directorate of Identity Intelligence (DII), which is responsible for coordinating, editing, and stewarding all DII internal policies, standard operating procedures (SOPs), workflows, and job aids. PCD also represents DII equities in the formation, coordination, and editing of NCTC or interagency policies affecting DII's identity intelligence practices or screening, vetting, targeting, and watchlisting missions. This position will focus on DII internal policies, SOPs, workflows, and job aids pertaining to the Terrorist Identities Datamart Environment to ensure that the work DII analysts perform in TIDE in consistent, accurate, efficient, and compliant with NCTC policies, interagency policies, and legal rules and regulations.
Review and coordinate all requested updates related to DII internal policies, SOPs, workflows, and job aids related to TIDE processing.
Maintain the DII Library of officially published policies, SOPs, workflows, and job aids related to identity intelligence.
Update DII internal policies, SOPs, workflows, and job aids as needed to maintain compliance with changes in external policies or legal regulations.
Update or create DII internal policies, SOPs, workflows, and job aids as needed to increase the accuracy and efficiency of DII analyst processing of TIDE records.
Conduct regular meetings and exchanges with DII's Identity Management & Analysis Group to identify policy issues and collaborate on solutions.
Research collaboration tools and policies for successful collaboration effort.
Support counterparts on tactical coordination issues for effective implementation flagship collaboration initiatives.
Conduct research for stakeholders to collaborate and to develop the roadmaps for the strategic solution to compartmented collaboration.
Apply legal and policy issues related to collaboration.
Other duties, as assigned.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Thorough knowledge of terrorist identities, analysis, compilation, and dissemination, coupled with extensive knowledge of associated databases and identity targeting processes.
Ability to remain open-minded and change opinions on the basis of new information and requirements; basic ability to support group decisions, accept and incorporate feedback, and solicit opinions from coworkers.
Thorough knowledge of IC organizations, policies, and procedures, and their requirements with regard to terrorist identities intelligence research and analysis.
Ability to work under pressure with strict deadlines while maintaining a high level of attention to detail.
Skills and ability to collaborate with interagency working groups, maintain coalitions with IC elements to achieve common goals.
Analytical and critical thinking skills, including the ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
Ability to implement strategic and tactical level topics, and implement recommendations and solutions for improvement.
Interpersonal skills and ability to work effectively in both independent and in a team or collaborative environment.
Oral and written communication skills, including ability to draft and edit written products of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise.
Experience: Three years' experience in a related field.
Education: Bachelor's degree in a related field or equivalent job-related experience that would provide the necessary knowledge, skills, and abilities to be able to perform the functions of the position proficiently.
Desired Requirements:
Ability to establish and maintain effective working relationships with counterparts in the CT, intelligence, and Law Enforcement Communities to support NCTC mission requirements.
Ability to successfully complete a hands-on Terrorist Identities DataMart Environment (TIDE) training program currently required for TIDE analysts.
