THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BASE SERVICES MANAGER, Position Description Number D2042000 and is part of the Pennsylvania National Guard, National Guard. 1 or more Position(s) may be hired against this Announcement. INDEFINITE NTE 5 Years Position may lead to permanent assignment without further advertisement.

Duties

As a Base Services Manager, GS-0301-11, you will ensure services combat readiness is achieved through the analysis, supervision, development, and implementation of Base Services programs, missions, functions, activities, and events. Serve as the primary point-of-contact for wing service's matters. Manage the base Subsistence and Food Services Programs. Prepare, manage and maintain a comprehensive annual budget and related contracts for services training, equipment, and supplies, as well as official travel within the Operations and Maintenance (O&M) and Military Personnel (MILPERS) appropriations. Manage the base lodging program. Review higher headquarters plans and taskings, determines impact on services activities, and prepares related summaries for higher-level reviews. Maintain the on-line Prime Readiness in Base Services (RIBS) Manager's guide to document program continuity. Maintain close working relationship with, and provides liaison between, squadron commander, wing senior leadership, active-duty host, NGB/A1S, and gaining MAJCOM for management of manpower, budget, training, deployment, and coordination of base services programs. Plan, coordinate, monitor, and document Services training activities for Unit Training Assemblies (UTAs) and annual training (AT) periods. Manage the flight mobility program. Prepare and review annexes to operations, plans, and orders as they pertain to Services [e.g., Base Support Plans (BSPs), Joint Support Plans (JSPs), and Air Base Operability (ABO) plans]. Develop directives, plans, and programs relative to Services of MAJCOM-gained resources. Administer, monitor, and document wing Private Organizations, Non-Appropriated Funds (NAF), and Unit Welfare Funds. Manage the base Mortuary Affairs Program. Provide direct technical and administrative supervision over the work of subordinate Air Technician/AGR personnel. Conduct surveys of wartime operating locations, combat readiness sites, and other deployment locations for Wing/GSU aviation or combat support deployments. Manage services self-inspection program and ensures all inspection discrepancies are answered, and corrective actions are accomplished and documented. Manage the home community care program. Perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Non-bargaining Position AOC 1: NG Employees at the 111th ATKW AOC 2: NG employees in the 111th Attack Wing (This includes 270 EIS, 201 RHS Det 1, PA ANG HQ Det 2) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: ENLISTED: E7 - E8 Supervisor for this position is Maj Taylor Manpower #01151923 Other Requirements: *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance *NOTE: If you're a new supervisor in the Federal Government civil service, you may have to complete a one-year probationary period. GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
