The Housing and Urban Development/VA Supported Housing (HUD-VASH) Program Coordinator is responsible for the professional and administrative management of HUD-VASH team members. The HUDVASH Program Coordinator may also provide direct clinical services for Veteran's eligible for HUD-VASH services throughout the facility's patient care area.

The HUD-VASH Program Coordinator provides team leadership, conducting regular staff meetings to coordinate the provision of services in compliance with established policy and procedure. The HUD-VASH Program Coordinator observes workers' performance and conducts work performance evaluations, providing informal feedback through supervision. The incumbent evaluates subordinate's performance and offers instruction, advice and coaching on social work and administrative matters. Develops and implements information systems to track service activities including visits, referrals, patient demographics, and patient satisfaction. Develops local policies and procedures in accordance to VHA and Medical Center policy, Federal, State and Local regulations, and Joint Commission requirements. The incumbent uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements. The incumbent performs program analysis, development, education, review, research, design, and contact work as possible with various agencies. Serves on the Social Work Service Leadership Team, taking an active role in implementing and supporting service-related priorities, initiatives and committee participation. In the absence of the Community Outreach Division Director, the HUD-VASH Program Coordinator may serve as acting division director. Performs other related duties as assigned. Clinical Functions The incumbent conducts and participates in outreach activities including field interviews, assessments and referrals for homeless Veterans contacted in the community, shelters and on the streets, as well as those who are referred by VA residential programs and facilities. The incumbent maintains current and establishes new relationships with other community-based service providers for the homeless. The incumbent evaluates the veteran's situation, abilities and capabilities, and arrives at a reasoned conclusion regarding admission. The incumbent assesses at-risk factors and develops a preliminary plan, involving the veteran and family or significant others. The incumbent coordinates clinical and psychosocial services and is accountable for the overall effectiveness of the services provided. The incumbent recommends modification of services to best meet the treatment needs of the veteran and to promote efficient practice. The incumbent facilitates orientation and on-going training with other interdisciplinary team members and participates in staff development programs for the mental health services. Takes responsibility for acquiring new knowledge in contemporary treatment modalities. The incumbent may provide training to students, residents, interns and fellows from other disciplines, and when appropriate conducts formal workshops and classes for staff under the supervision of the Community Outreach Division Director. Other duties as assigned. Work Schedule: Monday through Friday, 8:00am-4:30pm Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Coordinator), GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Preferred Experience: Program management and supervisory experience, Knowledge of and experience with technical writing (developing SOPs), performance monitoring, change management. Experience working with people experiencing homelessness, substance use disorders, and mental health diagnoses. The full performance level of this vacancy is GS-13. Physical Requirements: The work requires the ability use a computer and ability to navigate throughout an office building environment. The work may require engaging Veterans in their environment. This may include emergency shelters, community agencies, veteran's residences and places not meant for habitation. Some encounters may be outdoors during all times of the year. There will be some walking; standing; bending; carrying of light items such as papers, book, small parts; or driving an automobile, etc. The incumbent is required to transport veterans using a government assigned vehicle, therefore, would need to pass a driver's physical sufficient to meet the standards outlined in policies.
