You will serve as a Supervisory Program Analyst in the e Business Metrics and Strategic Programming Branch (Code 1252), Workload Forecasting and Performance Program Division (Code 1250), Business and Strategic Planning Office (BSPO) (Code 1200) of NORFOLK NAVAL SHIPYARD. Duties

You will monitor and evaluate long-range direct and indirect labor programing and execution for NNSY. You will represent NNSY as a member of the Capabilities Plan Working Group (CPWG). You will develop, evaluate, and analyze Shipyard Strategic Programming consistent with Shipyard capabilities, capacities, and projected budgets. You will conduct complex management studies, audits, and surveys to analyze and make recommendations for improvements through the Shipyard Capability Plan, Execution Guidance, and Monthly Business Metrics. You will develop, and oversee databases and metrics, provides analytical information for data calls and special requests to NAVSEA 04X, the Shipyard Commander, and senior managers. You will support and maintain proper safekeeping of classified and privacy act information, policies and procedures.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a bargaining unit position.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • This position may require you to report in person for an established amount of days per pay period.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing technical, administrative and management knowledge to complete workload forecasting and program management relative to all phases of workload, workforce, budget, engineering and other related disciplines. Experience working with the Program Planning and Budgeting Execution (PPBE) process. Experience in planning and directing work from initial concept to final product generation. Experience in conducting studies, gathering data and identifying special project requirements and able to provide detailed business and cost benefit analyses.
